Staff Recommendations:
An inappropriate metal cargo container was installed at the rear yard of this building sometime between 2011 and 2014, and a small wood-framed, open-air pergola was constructed sometime between 2014 and 2018 - both without a building permit or CofA issued. These installations were cited by HDLC, as well as numerous Demolition by Neglect conditions beginning in 2016. It also appears that the open-air pergola was modified into the current enclosed accessory structure sometime between February and October 2023, again without approval. The applicant has recently begun the process of addressing these violations.
A site inspection in April of this year confirmed that the metal cargo container has been removed from the property. Following this, the applicant applied for after-the-fact approval of the rear accessory, and a separate CofA to address the active HDLC violations, and to restore the front elevation of the building, has already been issued.
While the current rear accessory structure was installed and substantially modified without HDLC approval, and appears to utilize inappropriate T1-11 siding, it is rather diminutive in scale and height and is only very minimally visible beyond the current wood perimeter fencing. Based on this, Staff has no objection to the request for retention.
Case History:
06/24/24: Application submitted for retention of installation and changes at rear accessory. Separate CofA issued for exterior repairs including all work necessary to address open HDLC violations and restoration of the front elevation.
04/24/24: HDLC site inspection confirms cargo container was removed from rear yard.
10/31/23: HDLC cites property for installation (and alterations) to wood-framed open-air pergola.
