Description: Demolition of a Non-Contributing rated, one-story, commercial building to grade.
HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition states that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions, since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. When reviewing demolition applications at properties located within a Historic District or at a Landmark site, the HDLC uses the following criteria in its evaluations:
The historic or architectural significance of the building or structure as designated by its “rating”: Non-Contributing
The importance of the building or structure to the tout ensemble of the area: A building with this general footprint has been present at this location since pre-1937(a Phillips 66 Service Station). While it’s highly unlikely that this is the same structure, it is possible that some part of the original structure is still extant. If so, it has been altered and obscured to the point of irrelevance. The FEMA survey estimated that the building was constructed between 1960 – 1980.
The alternatives to demolition that have been explored by the applicant: None are known at this time. As per the submitted demolition application, the applicant is planning to build a mixed-use building.
The difficulty or impossibility of reproducing such a building or structure because of its design, texture, material or detail: Reproduction would not be difficult or cost prohibitive.
The special character and aesthetic interest that the building or structure adds to the local Historic District: None
The condition of the building or structure:
The building has an unusual massing, is slab on grade, and appears to be clad in plywood sheeting. While it’s in fair condition, it does not contribute to the character of the neighborhood and has no appreciable architectural value.
Staff Recommendations: The Staff has no objection to this demolition of this non-contributing building.
