Staff Recommendations:
1413 Columbus Street is a contributing building located in Tremé. The FEMA survey estimates the building was constructed around 1910, but it does not appear on the Sanborn map until 1937.
Between 2019 and 2021, the rear left-side 6-over-2 wood window (6) was replaced with 6-over-6 vinyl window. After 2022, all wood windows visible from the street were replaced with one-over-one vinyl windows. The HDLC Guidelines state that historic wood windows should be repaired whenever possible and that, when replacement is necessary, new windows should match the original in size, shape, configuration, operation, muntin pattern, dimensions, profiles, and materials. The Guidelines also state that historic wood windows on street-facing elevations may not be replaced with vinyl or aluminum windows. Windows on the front façade must remain wood.
Although the windows are recessed within the wall, the replacement windows do not match the original size, configuration, muntin pattern, or material. The current windows do not match the original design and are visible from the street, and cannot be approved.
Staff recommends that the two front windows (Windows 1 and 2) be replaced with wood windows to match the original 4-over-4 configuration.
For the right side windows (Windows 3, 4, 5, and 6), replacement windows may be approved in alternative materials, provided they match the original 6-over-6 size, shape, and configuration.
The windows on the left side (Windows 7 and 8) may remain as installed if full screens are added to reduce their visibility from the public right-of-way.
