Staff Recommendations:
Based on FEMA Survey research 7224 Dominican Street was constructed from 1960-1970, outside the period of significance for the Uptown Historic District.
The three-story building is designed in the International Style which was prevalent in the mid-20th century. Flat pitched roofs with strong horizontal fenestration lines proliferated this style. Metal curtain walls with punches of glass are an indicative hallmark to the building style's vocabulary. Much like the expansive growth during the Restoration period, the architecture created in the modernist style in the mid-20th century was a signal of change and growth for the future.
While this style is not a hallmark of Classic New Orleans style architecture, it is in fact recognized around the world. The building's delicate aluminum frame work appears to be in relatively good condition with adjacent opaque panels in fair to good condition.
While the HDLC does not have jurisdiction over what goes back in the Partial Control Uptown historic district the Staff understands the implications the alteration of this building may have. Additionally to bring this building back into commerce the project must comply with current building codes. Staff has no objection.
Staff Recommendation: No Objection to the request Demolition of more than of more than 50% of the exterior wall framing.
