Description: Demolition of more than 50% of the wall structure and more than 50% of the roof structure for construction of an addition at a one-story, single-familiy residential buidling.
HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition states that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions, since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. When reviewing demolition applications at properties located within a Historic District or at a Landmark site, the HDLC uses the following criteria in its evaluations.
Staff Recommendations: This single shotgun appears to contain the original structure, a bakery, that was present on the site in 1895. Between 1895 and 1909 Sanborn Maps, we do not see much alteration to the massing or footprint, although the setback was changed. FEMA surveys estimate the building's construction as occurring between 1885 and 1895. From Sanborn maps, it appears that rear additions were added before 1909 and again between 1909 and 1951. The home is one of the few remaining single shotguns in this residential area and is an example of New Orleans vernacular architecture. The presence of this humble single speaks to the Carrollton area's history as a working-class residential area. The single shotgun is a rapidly disappearing vernacular building type, as most have been engulfed by later additions. As we do not have jurisdiction over proposed development plans, Staff has no objection to the proposed demolition, provided that the setback of the addition is two original rooms from the front of the building, as per HDLC Guidelines.
