Staff Recommendations:
4131 North Rampart Street is a Creole Cottage residential building with simple Greek Revival detailing. Per aerial photographs the building's roof sustained damage during Hurricane Ida (September 2021). By February 2022, the existing shingle roof and ridge tiles had been replaced with a blue R-panel roofing system. In February 2023, an HDLC violation was placed on the property for work completed without and HDLC Certificate of Appropriateness (CofA).
At the time of the building's roof replacement, the HDLC did have a referendum in place to allow for shingle roofs to be replaced with shingle brands and colors not on the pre-approved list. However, this referendum did not extend to altering the roof from shingle to metal nor did it include the removal of existing ridge tiles. Per the HDLC guidelines, R-panel metal roofing systems are not appropriate for Contributing-rated buildings. In addition, the blue finish is not a typical metal finish the HDLC would approve.
Because replacing the inappropriate metal roof would be cost prohibitive, Staff recommends that the metal finish be recoated with a neutral finish to minimize its overall visibility.
