Staff Recommendations:
Based on FEMA Survey and Friends of the Cabildo research, 4 Newcomb was designed by Morgan Hite (research below) and built in 1920, within the period of Significance for the Uptown Historic District. The raised basement serves as a plinth for the classical pilasters and styling of the building. However, the primary façade of the building was altered sometime after 1950 when the front porch was encapsulated with the creation of an interior foyer. The two hip roofs flanking the exterior entry porch were encased with a parapet wall.
After the March 1st Commission meeting, the applicant revised the proposed elevations to what appears to be a more sympathetic restoration. While the HDLC does not have jurisdiction over what goes back in the Partial Control Uptown historic district the efforts toward restoration by the applicant should be noted. Staff has no objection.
Staff Recommendation: No Objection to the request Demolition of more than 25% of the primary façade and more than 50% of the roof structure.
