Staff Recommendations:
4016 St. Claude Avenue is a large commercial building constructed in ca. 1925. The building has served many different capacities, but the overall form has remained consistent. The current owner is petitioning the Commission for the retention of a garage door at the left-side elevation.
In 2016, an HDLC violation was placed on the property for the installation of an inappropriate garage door without an HDLC Certificate of Appropriateness (CofA). Following adjudication and a subsequent fine of $1,000, a CofA was issued for the installation of an HDLC-approved garage door. However, the approved garage door (see below) was not installed, and the violation remained on the property.
In January 2023 a permit was filed for exterior work at the building. The applicant chose to seek retention of the inappropriate garage door, citing that the violation did not occur during their ownership. Due to the fact that the violation occurred in 2016 and has not been corrected, Staff recommends that the garage door be incorporated into the current scope of work and retention be denied.
