Section 12, Pages 1-11 of the Guidelines for New Construction, Additions and Demolition, state that when reviewing New Construction, the HDLC requires:
The preservation of the cohesive ambiance of the local Historic District through compatible, sympathetic construction.
Compatible siting, proportion, scale, form, materials, fenestration, roof configuration, details and finishes.
Maintaining the appropriate historic contextual setting within the surrounding neighborhood.
Use of materials and techniques that are compatible with the surrounding neighborhood.
Previous ARC Recommendations:
01/17/2023: The ARC voted to recommend conceptual approval with the final details to be worked out at the Staff level and for the application to return for additional ARC review if Staff determines it is necessary. The ARC also agreed that:
Due to the width of the building, the first-floor floor-to-ceiling height appears low and squatty at 11’-0” and should be increased slightly to better relate these proportions to the adjacent one-story building.
The porch beam condition shown as Option 2 was preferred, but this must also be detailed to relate proportionally to the surrounding historic context.
12/20/2022: The ARC voted to defer this application for additional review. The ARC also agreed that:
The proposed building type, form and massing appear appropriate and contextual with the surrounding area; however, these details must relate in scale and proportion to the existing surrounding historic context. The applicant must investigate and verify existing adjacent building dimensions to update and correct any discrepancies or inaccuracies in the context drawing to avoid the issues experienced at 1464 Camp Street.
The first-floor floor-to-ceiling height could potentially be increased slightly to better relate to the adjacent one-story structure once its existing dimensions are verified.
Additional building details should be provided for the next review including a complete section through the porch and entablature.
The applicant should coordinate with the Garden District Association for input on the proposed new construction in advance of the next meeting.
