Description: Demolition of more than 25% of the historic materials at the primary façade, more than 50% of the roof structure, and more than 50% of the wall structure of a Contributing rated, one-story, single-family residential building.
HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition, state that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. As a result, the HDLC rarely considers the demolition of Significant or Contributing buildings or structures within a local Historic District or on a Landmark site to be an appropriate option.
Staff Recommendations:
The wood-frame single shotgun appears on the earliest Sanborn maps with a recessed left porch elevation, built before 1896, within the district's period of significance. The proposed façade removal would expose the historic façade of the building, which has been encapsulated. The proposed demolition of roof and exterior walls at the rear additions would also bring the home closer to its historic footprint and is located two historic rooms back. Staff would like to note that the older addition on the home was built within the period of significance, between 1896 and 1909. This addition also includes an encapsulated small rear porch that was present before 1896. While Staff has no objection to the proposed work, Staff would encourage the applicant to consider keeping the older of the two rear additions, visible in the included Sanborn maps.
