Staff Recommendations:
330 Newton Street is a new construction residential building in the Algiers Point Historic District. A final inspection revealed several deviations from the approved drawings. The noted items include the inappropriate installation of front gallery metal balustrades, inappropriately sized front façade transoms, the absence of gutters/downspouts and horizontal foundation screening, and the installation of inappropriate windows at side elevations.
The applicant has completed work to correct the metal balustrades, transoms, gutters/downspouts, and the horizontal foundation screening and is seeking retention of the windows.
The HDLC-approved plans included the use of two over two wood windows at the side elevations. However, vinyl one over one windows were installed. The installed windows, although vinyl, are recess-mounted and have the correct trim. The main issue is that the windows have different sash sizes. As seen in the image below, the top sash is larger than the bottom, a detail that is not approved by the HDLC for new or replacement windows in traditional designs.
Based on visibility, Staff recommends that the first four (4) windows at the left-side elevation and four (4) windows at the right-side elevation (visible from Teche Street) be removed and replaced with HDLC-approved vinyl windows to fit the existing openings.
