Not a good option but if you're a glutton for punishment, read on.
This bus puts you ~3.5 miles south of the Littleton-Mineral train station, near Murdoch's, where they sell cooking fuel (while supplies last).
However, getting to Waterton Canyon, from here, is a bit unpleasant and it's still abuot 9 miles; this is about the same, as walking from the Littleton-Mineral train station, to Waterton, using the trails along the northside of Chatfield Reservoir - the northern route is safer and easier!!
I've ridden my ebike, taking the Highline Canal Trail along the south side of Chatfield Reservoir, and it gets ugly. Not to mention, if you try to take a "shortcut", you'll often get messed up with bad terrain and you'll be zig zagging a lot. It was challenging, using a bike, much less with a pack.
It's better to get cooking fuel from REI, in downtown (a lovely walk from Union Station and you can sip a Starbuck's coffee, while watching people play in the rivers at Confluence Park). Then, get back on the train, to Littleton-Mineral Station and get a ride, or walk, from there, to Waterton.

It appears this bus service may be discontinued - but I could be wrong - so check for yourself!
Southern Jefferson County is the closest RTD gets to Waterton Canyon.
The area covered includes a bus stop at the Littleton-Mineral train station's parking lot
Way back, in the day, there used to be bus services, for employees at Lockheed Martin's Waterton Canyon facility (where I used to work).
The Lockheed Martin Waterton campus is right around the corner from the CT trailhead!

Copper Mountain shuttles provide free service throughout the resort and to and from parking lots.

The Outlets at Silverthorne provide free shuttles to and from each Outlet village.

There is a Summit County free bus stop right by the Breckenridge trailhead that will take you to Frisco and Silverthorne with lots of stores (including REI and Walmart), restaurants and hotels. They are all resort towns but Breck is the most expensive. I have stayed at the Snowshoe hotel in Frisco several times and found it to be decent, reasonable and friendly.
