Research governance frameworks provide practical guidance to ensure the data, rights and wellbeing of research participants and researchers are protected. They provide clarity on the standards for research conducted or managed within an organisation and the responsibilities of those involved.
As local authorities increase research activity, many are starting to think about how to create research governance procedures to ensure that research undertaken is in line with council priorities, and to protect the data, rights and wellbeing of research participants and researchers.
Traditionally, ethics reviews are conducted by universities, research institutions and in the NHS by research ethics committees. However, there is recognition that local authorities need tailored research ethics processes to respond to their unique environment.
Work to develop a supportive risk-based process around research governance for Coventry City Council started in January 2023 and drew on the existing research governance processes used in the NHS, as well as examples from local authorities and partner universities.
