Becoming a citizen of the Midwestern Union is a relatively simple and straightforward process. Tens of thousands of people have been uprooted by the Great Lakes Brothers War, the Biomass outbreak, and the 2nd Canadian War. Those who have nowhere else to go often become Midwestern citizens in hopes of rebuilding their lives or escaping the horrors of their homeland. Most aspiring citizens that the New Model Army encounter are from all around Lake Erie, namely refugees from war-torn Coalition cities that suffered untold amounts of destruction during the Brothers War. However, it isn't uncommon to see former citizens of the decaying Northeast Union or the long-defunct nation of Canada.
To become a citizen of the Midwestern Union, an aspiring citizen usually encounters the following process:
They submit existing identification from their previous nation (or, if a wastelander, any potential identification) when applying at the local Office of Civil Services, which on the Sunrise Isles is situated in Fort Huxley.
After being processed, the applicant is given an interview to understand why they want to renounce their former allegiance in exchange for citizenship in the Midwest. During this interview, the applicant is also given a questionnaire to gauge their understanding of Midwestern culture, laws, and what is expected of them as a citizen.
The last formality of the citizenship process, if they pass the questionnaire, is being presented with an ID card that can be shown upon request to prove their citizenship status. It lists various pieces of information, including a photo of the citizen, human or mutant status, and identifiable features such as hair color, height, and gender.
NOTES
Interviews to become a Midwestern citizen are conducted entirely in game.
Interviews can only be conducted by JMR+ members of the faction.
If your character is a member of another faction, you are unable to qualify for citizenship.
You do NOT need to be a citizen to enter Fort Huxley. However, becoming a citizen provides you extra access and privileges while inside the Fort.

Repatriation is the practice of bringing new citizens or current citizens to the mainland territories of the Midwestern Union. The practice has become especially common with the effective end of the Brothers War, as both soldier & citizen alike begin to return to their homes, or enter new ones. On the Sunrise Isles, Repatriation takes place via the Office of Civil Services, which is visible on the 'sectors' page of this website.
REPATRIATION; FOR THE CITIZEN
Citizens, after receiving (or providing) their Midwestern ID Card, are asked if they would like to repatriate to the Union. After saying yes, citizens are given time to collect their important items in storage boxes or pieces of luggage and ordered to report back to the nearest NMA military installation. On Sunrise, this is Fort Huxley.
Repatriates will wait whatever period is needed before the next available Supply Ship arrives to the installation. When the ship arrives, repatriates are shuttled onboard for the short voyage back to Union territory.
When arriving back in Midwestern territory, repatriates are given guidance to nearby transport options (such as rail or journeycar). Eventually, they arrive back to their homes.
When arriving back home, they must go to their nearest Office of Civil Services to confirm their arrival and receive their benefits. For new or returning citizens who need it, this includes a small monthly Minnow stipend and guidance to work, either through government-led initiatives or local businesses.
