After the Midwestern Union seceded from the Great Lakes Coalition, it launched an invasion of the East to rid the Great Lakes of whatever remained of the Coalition. This was no different on the Sunrise Isles, where the NMA Garrison's former objective was to capture the city of Bargetown and rid it of the Coalition's presence. Despite the disbandment of the greater Coalition, the Gold Leaf Army is considered a 'holdout group' and is still hostile to the NMA. Infantrymen may freely engage Coalition forces at any time.

RULES OF ENGAGEMENT: DO NOT ENGAGE
Following several high-level diplomatic meetings between officers of the 25th Naval Infantry Regiment and the USRF's Lakeside Division, both parties have agreed to jointly combat the Biomass in Sunrise. This positive relationship would eventually expand between the MWU and NEU as a whole, with the latter now fully condoning the former's war against the Coalition, and engaging in an exchange of resources, with the New Model Army supplying the Lakeside Division with food and ammunition in exchange for Northeastern military bases. Infantrymen may not engage USRF forces under any circumstances.

Following the Alumni's cutting of ties with the Great Lakes Coalition, they have entered into a major agreement with the NMA that includes abundant trade and mutual defense against shared enemies, as well as the advancement of the sciences as the Alumni study a unique resource donated to them by the NMA. The Alumni and the NMA now also work together against the Biomass, alongside the USRF. Infantrymen may not engage the Alumni under any circumstances.

While the mutants of Southpoint State have allegedly thrown off the yolk of the Marrow and turned over a new leaf, the forces of the Midwest have little faith, knowing Southpoint only as the group of radicalistic mutants who unleashed the Biomass onto the world. Still, the indication that Southpoint is no longer actively attacking the people of Sunrise is reason enough for the Army to avoid conflict, if for no other reason than not stretching the NMA thinner than it already is.. Infantrymen may fire on Provincial Militants in self-defense.

In an effort to transform them into privateers that better fit into the MWU's ambitions of a civilized Great Lakes, the Voyageurs have been granted an official Letter of Marque from the Midwestern Diplomatic Corps. The Midwest has agreed to leave Sunrise autonomous after their war with the Coalition is over, while the Voyageurs have agreed to lend their aid to the defense of the Union's interests in the region. The New Model Army recently destroyed a cell of 'rogue' Voyageurs, to ensure the group remains in good standing with the Union. Infantrymen should avoid engagements with the Voyageurs.
Soldiers of the Blue Guard taking control of a Coalition settlement. 2165
STATUS: TENSE
REPUTATION: NEGATIVE
RULES OF ENGAGEMENT: AVOID CONTACT
On the outset, the NMA's opinion of the Blue Guard is overwhelmingly negative, with already-prevalent "Anti-Americanism" sentiments compounding with a deeply-ingrained hostility to the South Union's socialism. NMA troops are not authorized to engage in combat with the Blue Guard over additional fears of a conflict the Midwest is simply not prepared for. Interaction with Southerners should be avoided, as the MWU wishes to avoid suffering the same slow indoctrination that the Coalition fellvictim to.

The NMA has had only limited interaction with this group of outlaws and nomads. However, they did collaborate against the notorious insurgent group known as the "White Eagles". Following the destruction of the White Eagles, the Shiloh Posse continued interactions, though they're sparse. In recent times, the Posse has chosen to assist the NMA in their war against the Coalition in a limited capacity, alongside provide essential supplies. NMA Forces may engage Shiloh Posse members in self-defense.

NMA Forces have occasionally encountered this band of Cyberfreaks and raiders, but have never gotten into a fight with them, yet. Knowledge has come into the possession of the NMA about the illicit activities of the Chromeskulls, and so Infantrymen are far more wary of this organization. Recently, rumors throughout the Isles say that the Chromeskulls have been shattered and its organization fractured following a battle with unknown forces, though this information is yet to be verified. NMA Forces may engage Chromeskulls remnants in self-defense.

The Sunrise Isles are a dangerous place, and there is no better example of this than its residents. Being one of the last pieces of the true wasteland in Lake Erie, Sunrise is home to many friends: and many, many more enemies. The NMA has occasionally worked with "Wasters", and has occasionally gotten into fights with them. The rules of engagement for Wastelanders are to "treat them how they treat you". Some members of the NMA, especially those who come from the wide rural plains that make up much of the Union's outer fringes, are often able to relate to and befriend wastelanders, while those Troopers from major urban centers often consider Wasters as violent thieves and vagrants. NMA Forces may open fire on Wastelanders in self-defense.

RULES OF ENGAGEMENT: FIRE BACK IF FIRED UPON
Despite the outward claims of the Midwest being a forward-thinking and progressive society which will 'tame the wasteland' and accept all who wish to fall under its banner, the same cannot be said for mutants in the Union. Years before the creation of Plan 200, humans and mutants in the tundra of North Michigan were locked in a devastating, years-long conflict called the Huron Wars. The Huron Wars, caused by a mixture of deep-seated fear about mutants entering stasis, resource disputes over prosperous Huroni-owned coal mines, and a conspiracy to avert the wider publics anger during the Panic of 2157 away from the traders guilds and towards a scapegoat led to the deaths of tens of thousands of Huroni and Midwestern citizens alike. After the success of Plan 200 and the bloody Federalization process, which is still ongoing, the exile of mutants and Huroni humans to the frontier has not ended. Instead, a unique culture has developed in the wide frontier, with a mixture of Huroni human*-only towns, Huroni mutant-only towns, and in-between settlements where Huronis can coexist again with their Midwestern counterparts, regardless of their backgrounds. For now, the Midwest still excludes mutants from society (mostly due to fears about stasis and eldritch mutants), and with a majority of higher-up NMA and government officials having either served in or been affected by the Huron Wars, this is unlikely to change soon. NMA Forces may open fire on Mutants in self-defense.
*"Huroni" does not only refer to mutants, but also does not refer to a 'tribe'. The Huroni are a unique culture and society that prospered during the Radstorm and early Golden Age eras in the Great Lakes, specifically around Lake Huron. While there are Huroni settlements and subgroups that may be human or mutant exclusionary, the vast majority are a mixture of humans and mutants who co-existed for many years before the Huron Wars. The Wars led to a fracturing in Huroni society, since most of the violence against Huroni people was directed at mutant Huroni and led by non-Huroni humans, which let extremist Huroni societies like Darkport take advantage of that fact to destroy settlements like Highridge, a mixed society of both mutant and human Huroni. You can be a human and identify as a Huroni, which is common in the Frontier of the Midwest.

The NMA and Hilltop PMC have met behind closed doors more than once. Officially, the NMA is to treat Hilltop Operatives as potential enemies; however, the two groups have covertly struck a deal to avoid firing on each other. In addition, the 1st Sunrise Volunteers has received combat training provided by Hilltop Operatives, which will greatly help with the NMA's fight against the Coalition's local Gold Leaf Army. Hilltop has once again requested the help of the 1st Volunteers recently to establish a new home. However, time will tell if the unlikely alliance between these two groups will last. NMA Forces may engage Hilltop Operatives in self-defense, but should avoid conflict whenever possible.
