Initial Application Sept 2023
Finally after a lot of discussions on what would constitute safe access at the three access points in the fence line on Edenfield Road, Near Owd Betts, Codshaw Quarry and Rough Lea, plans agreed with the BHS. Another equine access group disagrees with the BHS opinion but, as the BHS was mediating between the equestrian community, these agreed plans have been used in the S38 Application that was submitted to the planning Inspectorate on the 6th September 2023. There now is a period of 28 Days for consultation.

A set of comments from the Open Spaces Society have been passed onto NBHBA to respond to as the Applicant. Unfortunately, there was a lot of inaccuracies in what Hugh Craddock had commented and so we have responded to the Planning Inspectorate and copied our response to Hugh Craddock so that he is aware of where he has been misled.

A Public Hearing will be held on 25th June 2024. In preparation for this Statement of Cases have needed to be prepared by all Supporters by 24th May 2024 together with supporting evidence, copies of which are as follows

The Public Hearing was on the 25th June 2024 at 10.00am at the Scout Hut behind St Paul's Parish Hall, Black Pitts Lane, Norden OL11 5NG. It was a really well attended meeting. There were in favour 2 Councillors, 2 UU employees, 2 local residents, Director of Access for British Horse Society, RMNF, Norden Area Forum Chair, 2 RMBC Legal employees, Rights of Way Officer RMBC, as well as ourselves. IN opposition were Rochdale & Bury Bridleways Association and three independent equestrians/commoners.
The Planning Inspector listened to all sides and had made a site visit the night before the hearing. She will be writing her report in the next month and the result of the S38 Application should be available within 3 months of the hearing.

The Planning Inspectorate Report has now been Issued. See latest news article. We now look forward to getting the additional horse access in the fence line opposite Rough Lea Farm which has been prevented since 2021 with all the toing and froing.
