Allardyce Provincial High School
Isabel Provence - Solomon Islands
Introduction:
Following an approach from the Chairman of Pacific Hills Christian School, NSW, the author agreed to survey the condition of a Provincial High School at Allardyce, Isabel Provence, Solomon Islands with the intention to begin renovations in August 2018.
The survey was compiled between 13th and 24th March 2018.
The travel component of the trip involved three days travel to arrive at Allardyce from Perth, and four days to return. Sequence of travel was Perth to Brisbane 13th March, Brisbane to Honiara 14th March, Honiara to Suavanao Airfield (a grass airstrip North Eastern side of Isabel Provence), then three hour trip by open (banana boat) on open seas 15th March. Return trip was the same except for an unscheduled stopover at Suavanao Airfield as bad weather cancelled the flight (rescheduled for next day).
Allardyce History
Perched on top of beautiful green hills adjacent to the equator, the Allardyce school was built after WW2 as a logging camp. The site was severely damaged by a cyclone in the late 1970s and abandoned by the Malaysian loggers thereafter.
Ownership of the land was transferred from the local indigenous families by the Isabel Provence government during the 80's and the site buildings repaired in 1981. The boarding school opened in 1982.
Today, the years 7-11[1] school has 298 high school students (141 females and 157 males) and approx 60 primary school students. A large number of students come from Kia, a village 1.5hrs travel by boat away, with others coming from the surrounding island regions.
The school is staffed by 17 teachers (only three female) with several ancillary staff, which are employed by the provincial government education department.
A nurse provides limited medical service to students and surrounding population at the school dispensary. The closest medical centre is at Kia staffed by two nurses. The closest hospital is at Honiara (three hours by boat plus 1 hour and 10 minutes by plane).
The site is very isolated and remote, situated on the West coast of Isabel Provence island (North West of the Solomon Islands capital Honiara).
The school is not serviced by phone, internet or radio.
SUMMARY OBSERVATIONS:
Allardyce is primarily a Year 7 - 11[2] Provincial (Boarding) Secondary School, with an additional 60 primary students mainly the children of staff and locals.
The school infrastructure is in general in very poor condition requiring renovation or replacement of every building.
Educational resources are severely limited, or in many instance nonexistent, hampering the student's educational experience.
The students come from all over the Solomon Islands boarding during the school terms (for which they pay a fee).
The ages of the students range from 13 years to 19 years.
The school has received preliminary approval to teach Year 12 in 2019, and Year 13 in 2020 if the school infrastructure is improved.
The presence of two 19 year old males in Year 10[3] may indicate a policy of retaining students who consistently fail to achieve.
The school has only 3 female teachers for 141 female students which is manifestly inadequate.
Teacher are regularly relocated every couple of years which further hampers continuity of education.
There is little or no adult supervision outside of school hours or at night.
Anecdotal evidence was presented that male employees of the local logging company have come onto the property and harassed the female students.
SUMMARY OF BUILDING SURVEY:
Buildings Action
1 Dispensary Replaced
The dispensary is a wooden frame, timber clad building of size 9.5mtr x 4.404mtr with three small rooms. It does not have any power, lighting or refrigeration facilities. No stretcher or medical equipment was identified.
The facility is insufficient to provide the required medical services for the school students or staff, or the surrounding population.
Last year an adult died on way to the medical centre at Kia (1.5 hours by open boat) because of a lack of drugs to treat a diabetic condition.
Recommendation:
The dispensary should be replaced with a suitably designed medical facility co-joined with the Library complex.
The current building should be converted into a toilet block as there are no current toilet facility on the school grounds, necessitating students and staff return to their dormitories or houses.
2 Grass Classroom #1 Replace
This grass or palm leaf building (14mtr x 5.7mtr) has a dirt floor and is unsuitable for holding classes. It becomes flooded when rains and in stormy weather rain is blown through the open windows.
Recommendation:
Replace.
· The location of this building has been identified as ideal for the Library and Medical Centre location.
· To replace this building an extra classroom should be added to the new classroom to replace Grass Classroom #2 (see below).
3 Social Studies Classroom Renovate
The Social Studies classroom (12.4mtr x 6.15mtr orange building) is timber framed with concrete floors. The roof leaks and requires replacing. Inside wall cladding is decrepit. The building has no power or lighting. Tables and chairs are required.
Recommendation:
· Replace roof sheeting, insulation and include guttering and stormwater downpipes
· Cladd outside walls with colourbond
· Install a 1.8mtr veranda on the Western side using steel framing and 150x25mm wooden planks teck screwed down.
· Replace and paint inside wall cladding
· Replace louver fittings and glass windows
· Paint floors, doors and walls
· Supply and install 12volt solar power panel and 12v-240v power converter for lighting and equipment use
4 Library Replace
The library (12.4mtrs x 6.2mtrs) is currently unusable as the foundation stumps have subsided on the Eastern end of the building due to unstable ground. The logging company built the Library building on top of a pile of logs which are now rotting and the earth between the logs is eroding away due to water runoffs.
The lack of a Library is a major impediment to learning for the students.
Recommendation:
Replace with a newly constructed facility
5 Grass Classroom #2 Replace
The Grass or palm leaf building consists of two small classrooms (total building size 14mtrs x 7mtrs) and has a dirt floor, no power, and no lighting. It suffers flooding when it rains and when it is stormy the wind blows rain through the window openings.
Recommendation: Replace
· New replacement building should be 18x6mtrs (three classrooms) to cater for children currently in Grass Classroom #1.
6 Classroom Renovate
This building (25.5mtr x 6.15mtr) consist of two classrooms (English and Maths), and are timber frame built of vertical timber planked walls with paint well worn. Cement floors with inside wall cladding nonexistent or severely damaged. No power or lighting. Student benches decrepit. Windows are nonexistent. Blackboard is in use. No veranda.
Recommendations:
· Replace roof sheeting, insulation and add guttering and stormwater downpipes
· Cover outside walls with colourbond
· Install a 1.8mtr veranda using steel "C" channel and 150x25 wooden planks teck screwed down
· Replace inside wall cladding and paint
· Install louver fittings and glass windows (150mm width)
· Paint floor and walls
· Supply and install 12volt solar power panel and 12v-240v power converter for lighting and powering of equipment
7 Science Classroom Renovate
The Science Classroom (14.95mtr x 6.15mtr) has a leaky roof which has rotted some window frames and the inside work benches. The outside is cement (maybe with asbestos) wall cladding, and the building has a cement floor.
Recommendations:
· Replace roof sheeting, insulation and guttering and stormwater downpipes
· Install a water tank and plumb to sink inside building
· Cover outside walls with colourbond
· Replace damaged inside wall cladding
· Replace louver fittings and glass windows
· Paint floor and walls
· Supply and install 12volt solar power panel and 12v-240v power converter
· Supply bottled gas
· Replace benches
· Provide tables and chairs
8 Home Economics Classroom Renovate
The Home Economics building (12.350 x 7.180mtrs) is in a poor state of repairs. It has rusted leaking roof with outside walls of cement (possibly including asbestos) cladding. The floor is timber. The stumps have decayed. Inside walls are damaged. No power, no lighting, no cooking benches, limited tables and benches, no gas appliances, minimal equipment.
Recommendations:
· Replace roof sheeting, insulation and add guttering and stormwater downpipes
· Cover outside walls with colourbond
· Replace inside wall cladding
· Replace louver fittings and glass windows
· Paint floor and walls
· Supply and install 12volt solar power panel and 12v-240v power converter
· Supply gas and cooking equipment
· Install water tank and plumb to inside sink
· Install three more sinks
· Install benches
· Provide tables and chairs
· Install veranda 1.8mtrs wide on South side of building
· Restump where necessary
· Provide tables and chairs
9 Classrooms (3) Red Building Renovate
The Red Building consists of three classrooms (24mtrs x 7.25mtrs). The roof is leaking and needs replacing. The walls are timber in vertical planks not in bad condition. There are no windows, no power, no lighting. Timber floors with damage. Inside walls require repair.
Recommendations:
· Replace roof sheeting, insulation and add guttering and stormwater downpipes
· Cover outside walls with colourbond
· Replace inside wall cladding
· Replace louver fittings and glass windows
· Repair floor and walls
· Supply and install 12volt solar power panel and 12v-240v power converter to provide lighting and equipment power.
· Install benches
· Provide tables and chairs
· Install veranda 1.8mtrs wide on North side of building
· Restump where necessary
10 Manual Arts Building Replace
The Manual Arts building (15.4mtrs x 9.760mtrs)is in dire need of a replacement. It has a leaking roof, with decrepit walls. The cement floor is fretting and a section needs completion. There are no windows and the inside walls are severely damaged.
Recommendation:
Replace this building with a 18mtr x 10mtr workshop with lean-to to park the school tractor and trailer. The cement floor can be repaired and painted
11 Staff Room Renovate
The Staff Room building (blue 12.350mtr x 6.8mtr) houses the Principal's and Deputy Principal's offices and is the only room connected to the school's generator. There is one large table and two chairs, with additional low benches to sit on. The only building with a veranda.
At the Northern end is the canteen and a Bursar's office.
The Staff Room also houses the photocopier and printer machines. The building also houses the internet infrastructure which is not operational (router dysfunctional)
Recommendations:
· Install guttering and stormwater downpipes
· Remove the canteen and Bursar's office and extend the staff room.
· Repaint inside
· Reclad outside
· Repair louvers and glass
· Install a water tank
· Renew wiring
· Repair internet hardware
12 Canteen and Cooking Facilities
The Canteen building (24.5mts x 9.25mts) has a concrete floor, a rusted metal roof and predominately open walls. The food preparation area has one bench where bread dough is prepared. Wall cladding is requiring repair inside and out.
The Canteen staff facilitate three meals a day for the 298 students. The food is cooked in adjoining buildings (generally decrepit condition) in wood heated rice cookers and a wood fired brick oven. Other equipment is minimal or nonexistent. There is no electricity, no lighting, rain water tanks are disfunctional.
The meals in general are rice, packet needles and tinned fish. This is not a satisfactory diet and efforts need to be made to supplement the diet with fruit and vegetables.
Recommendations:
· Replace roof sheeting, insulation and add guttering and stormwater downpipes
· Cover outside walls with colourbond
· Supply and install 12volt solar power panel and 12v-240v power converter to provide lighting and equipment power.
· The preparation area be renovated to include stainless steel benches and sinks
· The cooking facilities need repair
· Replace wood fired equipment with electric
· Supply 5KVA generator if required
· Install a water tank and plumb to kitchen area
· Install cupboards to house cutlery and crockery
· Tables to be sanded and painted
13 Male Dormitory Renovate & Rebuild
The Male dormitories consist of three buildings situated to the North East of the school housing 157 students.
The buildings are decrepit and require major renovations. The roofs are rusted, the external walls are timber vertical planks with paint cracked and worn. The water runs off into culverts dug around the buildings and water sits until evaporated providing breading areas for mosquitoes.
The three dormitories are 18.3mtr x 6.3mtr and 1.1mtr off the ground. There are no windows (just storm shutters) and no inside wall cladding.
There is severe overcrowding as one dormitory was completely demolished last year to repair the other three. There are over 50 boys in each dormitory with ages ranging from 13 to 19[4].
The toilet block is in desperate need of renovation (or a new one constructed). Of the six toilet pans, 5 are broken and one is blocked. There are no shower or wash facilities to speak of. There has been a temporary building with three drop toilets erected.
Recommendations:
· Replace roof sheeting, insulation and add guttering and stormwater downpipes
· Fill in culverts around buildings
· Cover outside walls with colourbond
· Replace inside wall cladding
· Install louver fittings and glass windows
· Repair floors and walls
· Supply and install 12volt solar power panel and lighting
· Install veranda 1.8mtrs wide on each building
· Restump where necessary
· Rebuild the toilet block and add showers
· Install rain water tank
· Rebuild dormitory (18.3mtr x 6.3mtr) previously removed
· Install new toilet facilities
14 Female Dormitory Renovate Build & Extend
The Female Dormitories are only a few years old and in generally good condition. There are no verandas.
The attached ablution and washing buildings are decrepit and require a complete renovation. The shower area is open and lacks basic facilities for modesty. The toilets do not have doors. There are no sinks or mirrors. The cement floors are rough and water does not drain away.
The clothes washing area (6.75mtr x 1.5mtr) needs stainless steel wash troughs and cement floor installed.
There is overcrowding in the dormitories which requires the extension of dormitory #3
Recommendations:
The ablution block at the end of Dormitory #1 requires building (3.33mtr x 6.5) as it was not completed at the time of construction. The ablution block attached to Dormitory #2 requires extensive renovations.
· All dorms require guttering and stormwater down pipes
· External toilet block: Tiling and sloping of floors / install shower alcoves / install toilet doors
· In the toilet and shower facilities adjoining dormitory #2, the walls need replacing and floors tiled / shower alcoves installed / toilet doors installed / plumbing replaced inc shower heads
· Install water tank and plumb to toilets and showers
· Extend dormitory #3 by adding 13.8mtr x 6.6mtr.
· Install toilet and shower facilities at the end of dormitory #1
15 Staff Housing
The staff housing varies from grass huts to tin and timber. All however have outside toilets and washing areas. The toilets are Asian squat style open drop type. These are unhealthy breading areas for flies and mosquitoes.
Only a few of the houses have reliable running water via the local dam.
The houses do not have solar power panels.
Recommendation:
· That ceramic toilet pans be installed on top of the existing toilet openings and water provided.
· Rain water tanks be installed and plumbed to kitchen, toilets and showers.
· Install solar power panels, battery and 240v converters as required
16 Primary School
There are two buildings used to teach the 60 primary school students. One is tin and timber and the other is a grass hut.
Recommendations:
· Replace the grass classroom with proper building
· Provide chairs and tables
· Install solar panel, battery, 240v converter
· Install louver fittings and glass windows
17 Other Recommendations:
The students are in desperate need of supervision while in their dormitories and particularly at night.
· Build 2 new houses for Dormitory Supervisor staff
· Employ single female and single male supervisors to oversee the students and to provide maintenance of the facilities
· Provide teaching resources as per Appendix #2
