Set your grill up for a DIRECT cook, with 1/2 the normal grate and the other the cast iron griddle. Bring the grill up to ~400 degrees Farenheit
Thinly slice the ribeye. You can put it in the freezer for 1-2 hours beforehand to make it easier to cut
Slice the onion, bell/sweet pepper, and dice 1/2 of the jalapeno
Season the steak with garlic powder, salt & pepper
Make the cheese sauce -- melt the butter, add flour, add a little milk at a time until it gets to the thickness you like, add lots of cheese and melt down, add jalapeno. Set off to the side of the grill
Put some cooking oil on the griddle. Cook the meat, dice
Saute the sweet/bell pepper on the griddle
Toast the bun
Make the sandwich - Put either mayonnaise or cheese sauce on the bun, add meat, peppers & onions, top with cheese sauce, and additional jalapeno if desired
