The employee or their supervisor is responsible for submitting requests for new responders (responders who have never been issued a red card) on a New IQCS Responder Record form.
Procedures:
Download and complete a New IQCS Responder Record form. See Documents section below.
Complete the form in its entirety and document all required approvals.
Route to the Forest Training Officer for processing within the primary timeframe: January 1 - June 30.
Important note: Requests and actions occurring outside of the primary timeframe will be considered off cycle, will be exception based, and will require detailed justification and Certifying Official approval.

Complete the form in its entirety and document all required approvals.
Route to the Forest Training Officer for processing within the primary timeframe: January 1 - June 30.
Important note: Requests and actions occurring outside of the primary timeframe will be considered off cycle, will be exception based, and will require detailed justification and Certifying Official approval. Employees transferring from another Forest Service unit, NWCG partner, or affiliate agency must undergo an audit to determine certification, recertification, or decertification prior to issuance of an Incident Qualification Card.
If you are an employee transferring out to another Forest, agency, or private sector, please contact your new supervisor or training officer to initiate the transfer process.
