Venice is the Roads Policing response to motorcycle crime in the city. This is a small task force that proactively, and reactively, targets primarily motorcycles being used by prolific drug suppliers and OCG's to disrupt illegal activities.
Traffic officers that have 30 days experience, are TACAD trained, and hold a valid taser, are offered a opportunity to conduct Venice training. Contact RPU Command to discuss arranging the training.
Joining officers will receive additional training on use of force, tactical contact against motorcycles, overt tactics with marked motorcycles and training on leading convoys.
Operation Venice Interest Form
Target and disrupt motorcycle crime in Los Santos
Coordinating as a team and execute pre-emptive tactics
Robustly deal with high-risk motorcycle pursuits through tactical contact
The new venice level 2 training package includes advanced motorcycle tactics and enhanced pursuit tactics in relation to motorcycles including pre-emptive tactics / use of force techniques. Once trained to Venice L2 standards, officers will be able to use certain venice tactics on their standard patrol duties at their own discretion.
Level 2 Venice trained officers will be provided with the opportunity to lead deployments or tactical situations to demonstrate their competency as a Venice TACAD. If they are deemed suitable by Venice Command, and other Level 1 trained officers, they will be offered the opportunity to take the Venice TACAD exam and undertake further training to achieve the Level 1 status.
Roads Policing Callsigns with an asterisks (*) at the end signify any units who hold both TACAD and VENICE TACAD status.
Soft Tactical Contact (STC) is the use of police vehicle to immobilise the subject motorcycle whilst moving by making light contact to the side of the motorcycle in an attempt to cause damage to the motorcycle and NOT the rider.
V-TACAD authorisation required.
Pros
Can immobilise the subject vehicle, even when moving.
Successful contact can allow units to box the subject vehicle.
Cons
Unsafe at high speeds.
High risk against motorcyclists. Particularly those without a helmet.
Very dangerous but effective tactic.
Best Practice
Must have quality roleplay first. Give suitable warnings.
TC can have serious OOC implications if used incorrectly. Consider all options and circumstances before authorising to minimise admin intervention.
Contact generally should not be made against motorcycles over 40mph.
For high threat/harm/risk circumstances only. Objective is not to hit the rider off!
Hard Tactical Contact (HTC) is the use of police vehicle to immobilise the subject motorcycle using direct tactical contact. Example provided by The Met
V-TACAD authorisation required.
Pros
Can quickly and effectively bring high risk and dangerous pursuits to an end, especially when firearms are actively being used.
Cons
Only used in high risk circumstances, and/or they’ve already failed to stop
Unsafe at high speeds.
High risk against motorcyclists. Particularly those without a helmet.
Controversial tactic if misused. Careful consideration MUST be given.
Must be authorised by a VENICE TACAD.
Best Practice
Safest contact is when motorcycle is stationary.
Must have quality roleplay first. Give suitable warnings.
TC can have serious OOC implications if used incorrectly. Consider all options and circumstances before authorising to minimise admin intervention.
Contact generally should not be made against motorcycles over 40mph.
Containment Tactics are a method of pre-emptively boxing in a stationary or slow moving vehicle Similar in practice to a TPAC, and allows officers to challenge a suspect from cover, usually at gunpoint.
No authorisation required.
Methods of Containment
Pros
Prevents pursuit developing by boxing vehicle.
Offensive position for officers to challenge from cover.
Creates sterile working environment.
Cons
Requires vehicle to be slow moving or static.
Limited officers trained to perform (VENICE).
Best Practice
Subject to be monitored pending suitable units.
Relies on the element of surprise.
Only 1 chance to get right - once units briefed and in position, strike.
This refers to the action of a use of force from or against a motorcycle i.e taser, baton, torch, kicking whilst on a bike, or kicking, batoning, or tackling riders off a bike.
No authorisation required.
Pros
Safe and effective option to take a suspect off a motorbike.
Prevents potentially dangerous pursuits before they begin.
Useful for repeat offenders / those who repeatedly fail to stop.
Safe to use against riders with no safety equiptment at a standstill.
Cons
TASER should not be deployed against a user on a motorcycle with the engine running.
Does not give the option for the suspect to start a pursuit.
Best Practice
UoF must be justifiable in line with PLAN and SOPs.
Officers should make contact at 40mph or less. Lower if no helmet.
