For thousands of years mankind has tried to understand life and its purpose, to discover its subtle mechanisms and potentials. Many people with a strong understanding of life, or at least strong opinions or characters, have their histories recorded and they have legacies which are sometimes written, sometimes artistic, sometimes presented as philosophies and sometimes presented as religions.
Many names are well known, such as Lao Tsu, Moses, Buddha, Socrates, Mohammed, Guru Nanak, Jesus Christ and William Blake. More recently in the West there were Abraham Lincoln, George Washington and Dr. Martin Luther King, Junior.
More recently in India, there was Shirdi Sai Baba. Going back thousands of years, in India's history, there were Shri Sita, Shri Rama, Raja Janaka, Shri Radha and Shri Krishna. Recently, living in India, England and Italy there was Shri Mataji Nirmala Devi.

Quite a lot is in planning stages. Some public activity will depend on permission being received from the Leicester City Council. For example, the presentation of recorded or live music.
Art Stuff Details of some ambitious projects will be added. Webpages will be created over a five year period and a target of 50,000 networked multi-lingual pages has been identified. What people say and understand about engaging in artistic activity or in viewing its results will form the main project contents, alongside numerous images of what has been produced by artists.
In the first year, the total will be approximately 500 webpages and the main audience will be a million people living in the county of Leicestershire. In the second year the total should reach approximately 5,000 pages and the audience will be around 60 million people in the UK. In the following three years over 45,000 new webpages may be generated and the audience should be around one billion people in the world, perhaps more.
"Art is a bridge. It is offered to people who are unable to swim." Well, the philosophy behind artistic activity and the results obtained from it are, no doubt, a little controversial.
Music Stuff Information and contact details for musicians in the county can be added, together with links to recordings.
Wellbeing Stuff Items related broadly to health will be addressed and project ideas will be described later. These will be of global significance and something important for the human race.
Deep Stuff Items will be added to this site, related to human philosophy and spirituality.
Dark Stuff Some human problems, including political and economic issues might be addressed. A line may need to be drawn around some health-related issues. These topics might be, let's say, delicate from various legal and scientific perspectives.
Political Stuff The creation of some countywide parliamentary activity seems appropriate, even necessary. Around 100 members of a Junior Leicestershire Parliament and 1,000 Senior Leicestershire Parliament members should address the wellbeing of over a million Leicestershire county residents.
Currently, the county has 10 members of the English Parliament. From the limited information I have seen, there does not seem to be any of these 10 who is doing their job well enough to deserve all of their government funding. They might all be asked to resign. I recall that I suggested that last year, on this website, and those words are surely still visible.
I understand that the City of Leicester has three members of the English Parliament and roughly 400,000 residents. I am a little to the south, in the South Leicestershire Parliamentary Constituency. The nearest city MP to me is Mr Shockat Adam, an independent member, who represents people in the Leicester South Parliamentary Constituency

Leicester City has three parliamentary areas. I am in a neighbouring one, South Leicestershire. There are indications that a Westminster Parliament election may take place well before 2029. So I will provide some online details of current MPs and future candidates or proposals. Nothing is fixed yet or any publicity contracts offered. I have registered some internet domain names to support my intentions. They are currently parked, meaning that they are not yet arriving at any webpages which I have created.

We had a fairly incompetent Conservative Government recently and now an even less competent Labour one! As far as I can see, they shared one aim and that should be enough to establish its intrinsic lack of value. They want to close down District and Borough Councils and seem to be trying to force that change on England.
Well, my patience has recently run out and a key opposition to these unproven and unjustified 'Devolution' plans will begin soon, targeting over one million people in Leicestershire and seeking clear support from over 100,000, ideally from 150,000. The future is at stake here and local politicians in the county, and in nearby Rutland, seem to be either playing political games and/or lacking professional competence.

Leicester City Council. Their ongoing and often unwelcome activities seem to have resulted in threats of violence in public spaces. I rely on a Leicester Mercury webpage for the related details:

But to be frank, and forgetting this quote from William Shakespeare, I would neither trust nor welcome unwanted education from a council officer or from any intrusive person. I have also been subjected to threatening behaviour on one fairly recent occasion, close to the Clock Tower and was told by a quite young and apparently aggressive person that I was violating the law because I required a permit and I did not have one. He also claimed to have taken a photograph of me. So, first a question came to me and then an allegation against me, apparently a photo was taken and finally what I took to be a verbal threat of violence arrived. He wore a mask of some type, looking broadly medical in style, as far as I recall.
Legal uncertainties, amplified by various forms of harassment/dispute/disagreement may generate anger and indirectly endanger the safety of other members of the public.
As to harassment, the term is pretty vague in law but I understand that a repeated activity which is otherwise legal in style but which, for example, leads to distress or to a perceived, perhaps subjective reduction of human dignity or to a perceived, perhaps subjective spiritual oppression may become a criminal offence.
Harassment crimes are normally associated with a single victim but when numerous people are subject to ongoing or repeated distress or challenge or 'education', well the collective distress created may be actionable. And if the repeated activities involved are not in themselves lawful... Well, enough already! In fact, far too much already.

Updated on 3/6/25 The PSPO is still haunting the city centre! Yesterday afternoon a crowd was enjoying a singing visitor from Birmingham, at the Clock Tower. He stopped his performance after being threatened with a large file by council officers. They said his nails were too long and were, therefore, "unauthorised structures".
In response to Anti-Social Behaviour legislation from 2014, a PSPO's content needs to be unambiguous, appropriate and proportionate.
And now back to 17/6/25.
The UK's recent unanimous Supreme Court ruling should be kept in mind. The legal definitions and references to Recreation were deemed sufficient and so there was no need to refine or to qualify the definitions and then to somehow legislate for one particular aspect.
The USA has also given a recent unanimous Supreme Court ruling about the lack of rights of a state to define or to assess the 'degree of religiousness' of a Christian Charity's actions. These single quotes are for my presentation of the key issue and are not presented as verbatim.
As for the UK, the City Council of Leicester has no right in law to refine or to qualify the definition of religious practices and then to outlaw the use of tables for presenting spiritual leaflets. Or specifically to blanket ban the use of tables, which might otherwise have held Bibles, or Korans or Bhagavad Gita copies or extracts from these. Or Yoga booklets... and I do have many copies.
There is a reference below, from 14/6/25, to a possible call for the resignation of all of the City's Councillors. I say they are not fit-for-purpose and also wonder how much money they receive in those roles. Thousands of pounds I believe but not researched, so I might be mistaken.
The City Council of Leicester has no right in law to ban me and then to fine me £100 from/for continuing a long established public space use of an A-Board to present Yoga Meditation. I recall that two Council Enforcement Officers saw the board on 1st April, in East Gates, before the PSPO was in force and I gave a copy of my website's address and asked them to record the details of our meeting. I 'teach' free of charge and do not seek donations for such activity. And this website also identifies my connection with De Montfort University and a link refers to access to a couple of their buildings.
The A-board was built in 2002 and was designed with a rare, maybe unique, double-hinge and crossbar, providing good stability. Used in public spaces in Manchester during the Commonwealth Games. One Police officer even sat for meditation there, whilst on duty. A lady officer was with him but being on duty he kept his eyes open!
And more about religions and charities in the UK. Some practitioners of yoga and meditation consider these to be exercises and simply for health and wellbeing. Other practitioners consider them to be of a spiritual or a religious nature. In the UK, the Charity laws are fairly clear and broad and make no attempt to distinguish the nature or degree of any spirituality. In fact, not unlike the recent USA Supreme Court ruling.
So, a UK registered Religious Charity is not required to have belief in God or in a God. As to yoga, in various forms, it goes back millennia. Mentioned, for example, by the God Shri Krishna, to his disciple Arjuna, in the Bhagavad Gita, maybe 5,000 years ago. And more recently, Sufi Muslims surely believe in an inner transformation. Buddhists, or most of them, do not believe in God but believe in inner transformation. Didn't Jesus Christ say that the kingdom of heaven is within, surely a focus on an inner something. And then Dr Carl Jung, see more below.
Some people wear blue jeans with holes in, while others wear suits by Ralph Lauren. Some cover most of their bodies while others wear mini-skirts. Some people eat meat and some do not. Surely the world would be rather boring if everybody wore a military uniform or if every public space was blocked by food delivery bikers.
I wonder, rhetorically, if the City Council has more money invested in Haymarket than in Highcross and... guess where there are lots of benches! Come on, let's all hear it for profit motives... Blow those whistles! They have not been banned yet.

And 27/6/25 I recall that large local councils and even small ones have some powers to hold referendums, without seeking government permission. For example, there was a Referendum when some people tried to have Broughton Astley changed from being a village and turned into a town. That possibility was firmly voted out.
Leicestershire people need to say: "No!" to the popcorn style council organisation changes being forced onto them from London. Unfortunately the MPs here are surely playing political games instead of working properly and justifying their salaries. They should be asked to resign or at least to apologise.

How about some Chugger-free zones, or at least to recall the UK law about chuggers not being allowed to follow people for more than three steps, whatever? So, they can speak out: "Do you live in Leicester?" or "Just a minute!" What sort of financial commission rates do they get paid and should these be published?
And why do food delivery bikers generally obstruct a public seating area in East Gates, close to the main entrances of McDonalds and Highcross? Fishy, fishy, I suggest... Weren't benches for public seating removed from fairly near to these obstructed seats?
Five A-boards, more or less, are also there and no rubbish bins, not even one bin for smokers. Beyond hope, with such er... Unitary Casualties.

I believe she will win the challenge if the matter goes to court, de facto against a foolish Leicester City Mayor. And he might be found responsible for organising abuses under the UK Law of Torts and/or the Human Rights Act of 1998. Council officers may be deemed to have been employed and guided to abuse the human rights of many people.
I am not qualified to give legal advice or reliable judgement but I feel there is also a potentially criminal aspect of recent city authority behaviour to be considered, which arguably constitutes harassment.

Updated on 14/6/25 I cannot conceive how the Leicester City Council could be successful with their attempt to impose a fine on Heather, if this case goes to court in the broadly clear and transparent UK legal system. Not a perfect system but surely good enough for the current issue.
As judges might have said recently in London, in supposed relation to one Supreme Court decision: "Heather Rawling and Dr Kumar John Peirson are both biologically legal!" And I feel obliged to repeat my belief that Leicester City Council Officers have de facto been paid to break UK laws in some of their dealings with the public, for example with myself and with Heather.
As for being paid, well perhaps some volunteers are included or should I say 'empowered' to act in council activities. Hard to see the picture with full clarity. Not very likely perhaps, but possible, that Enforcement Officers are somehow being impersonated and/or that volunteers or interns are threatening fines to the public. And Community Safety roles may be overlapping non-safety roles. Community Wellbeing is a complex topic.
And Police Officers have become engaged in some PSPO enforcement activity. I have spoken to a couple. One told me that she was checking to see if I am a person known to the police.
As to the result of her check... Well, that is unknown to me. I wonder whether or not the council knows the result of the check. Far less than satisfactory, is my politely phrased view, and the Council is surely accountable for calling these police officers and for later telling me, in their presence, that details of a fine would come to me by post.
The local employment union(s), whichever exist, could please give some clear warnings, and better would be legally qualified guidance, to City Council staff that they are party to, or may have been party to or might become personally engaged in, organised unlawful behaviour. It is not fair for people to be expected to work with any uncertainty existing about the legality of their employment duties.
I ask, to whoever might know and tell: "How do you investigate and, if appropriate, sack a Unitary Council's Mayor?"
This City's Mayor should resign from his post... And the City Council might be closed down or substantially shrunk under so-called 'devolution' changes, for which central government of the UK is pushing hard. The resignation of all the city councillors should be requested now by people who live in the county of Leicestershire. Or at least by anyone awake and well-informed who can trust my opinion!
