Leicester City (Unitary): 367,000 people. A good option surely. Like Option #2 above.
West Leicestershire (Unitary): Districts of Blaby and North West Leicestershire.
Borough of Hinckley & Bosworth. Borough of Charnwood. 529,000 people.
East Leicestershire (Unitary): Rutland County. Harborough District.
Borough of Melton. Borough of Oadby & Wigston. 251,500 people.
Don't be too concerned, if the numbers look a little unbalanced. This is real life and real people! It is not a mathematical puzzle in a Sunday newspaper. There are no useful precedents. And there is no such thing as 'devolution science' but the geography looks very good to me.
And Rutland County has an established unitary structure. They can already do some county style activities and some district style activities. And the mix here includes two boroughs, with a similar size. Both are not so much larger than Rutland itself.
