Session 6 Conference Flow, Formal & Informal Meetings, Voting Procedure, Preparing for Day 1 (Simulation)
JUEMUNでは、3日間にわたって各国の代表が話し合い、解決策を見つけていきます。
このセッションでは次のことを学びます:
📊 JUEMUNの3日間の流れ(フローチャートと表で整理)
🔹 Formal Session(公式会議)と Informal Session(非公式会議)の違い
🔸 Committee Meeting と Regional Meeting の役割
✏️ これまでの授業活動(Position Paper、Country Speech、Q&A、Commentなど)がどう活かされるか
Conference Flow (Official Material)
🔷 Formal Session(公式会議)
座席に着いて順番にスピーチ。議長("Chair")が進行。進行役は、書記官やSecretary Generalなどがセットで"Dais"と呼ばれることがあります。
「会議の流れの説明」や「Country Speech」や「決議案の発表」、「決議案の投票」などに使用されます。Speechがなくなると投票に移らないといけなくなるとルールがあるため、投票や会議の流れ説明以外は原則全てCountry Speech で構成されています。
🔶 Informal Session(非公式会議)
自由に動きながら交渉・話し合い。(つまり授業の中で自由発言の練習が必要)
「Q&A力」や「コメント力」を使って、Working Paper => Draft Resolution => Resolutionをグループで作成。
会議の種類 /
内容
Committee Meeting
世界中の国の代表と議題について話し合う場であり、Working Paper やDraft Resolutionを書く作業をする場(例:観光と汚染問題)
Regional Meeting
同じ地域(アジア、EUなど)の国が集まり、Committee Meetingで書かれたPaperをみてコメントなどをし、地域の立場をまとめる場
授業の活動 /
JUEMUNでの活かし方
1 Position Paper 作成 / 自国の立場を明確にして、スピーチや交渉に自信が持てる
2 Country Speech 練習 / Formal Sessionで堂々とスピーチ
3 Resolution 作成練習(グループワーク)/ 実際の草案作成と協働で役立つ
4 Working Paper やDraft Resolutionを使ったDiscussion 演習 / Informal Sessionで建設的に交渉できる
3. Conference Flow / How to Read a Resolution (2024 ed.)
Writing regional concerns and possible solutions are one important step for Day 1.
This time, we are doing the activity in the conference flow (Day 1), p. 6, step 2
To check your regions, check below (an official background guide of JUEMUN2025). If you don’t see your country’s name, it’s very much the same as the actual region in which your country is located.

PDF page 6.
2. Check your teammates’ writing for commenting and Q&As in class. Your role is to check concerns of other countries and compare them with yours.
3. Then, in class, (1) if concerns are similar, suggest your teammates to put them together and (2) if your concerns are against concerns of other countries concerns, ask questions on why they are necessary. Before the class, check and study possible phrases you can usein section 2. Phrases for your class exercise below
Africa
Concern
Example: High tourist traffic in coastal and urban areas creates pollution and overwhelms infrastructure. (Egypt)
Solution
Example: Encourage investments in sustainable transport and "green hotels" through public-private partnerships. (Egypt)
Asia Pacific
Concern
Solution
Latin America and the Caribbean
Concern
Solution
These are some samples of sentences you might be able to use to start the discussions. You do not need to say just like the samples but use these phrases for your reference to discuss with others.
Possible Q&A/Comment interactions (For your pre-study)
“Our country has a similar concern. Should we write a joint clause about plastic waste in nature reserves?”
“Your country allows cruise ship docking with minimal regulation. Could that increase pollution in the region?”
“Let’s compare how each of our countries handles hotel waste disposal. Can we adopt a shared best practice?”
“I see your solution, but I’m not sure how it solves the main concern. Could you explain it more?”
“That’s an interesting idea. How does it help reduce [e.g., plastic pollution] in your region?”
“I think your concern was about air pollution. But your solution is about hotel waste. Do you think that’s the main issue?”
Agreement vs. Conflict (challenging other delegates) (For your pre-study)
Agree: “Let’s work together because our issues are similar. Shall I put the sentences together?”
Constructive Challenge to other delegates: “Peru, I see your point in this sentence, but how would it affect countries like mine?”
Continue to revise the position paper to finalize. (If you are attending JUEMUN)
Write at least two sentences (Concerns and Solutions) on your Google Docs by one day before the class.
Check everybody's writing before coming to the class to comment or question.
