Since 2025, Dr. Phil Klotz (HHU Düsseldorf) and Prof. Dr. Johannes Paha have been offering a bi-annual course on Competition Policy and Industrial Organization at the German Federal Ministry for Economic Affairs and Energy. This course is designed to provide participants with an in-depth understanding of the fundamentals of competition economics and a comprehensive overview of all areas of competition policy, including merger control, agreements between companies, the abuse of a dominant position, and state aid control.
Course Highlights
1. Fundamentals of Competition Policy and Industrial Economics
2. Horizontal Restraints
3. Vertical Restraints, Digital Platform Markets, and Market Delineation
4. Abuses of a Dominant Position
5. State Aid Control and Sector Investigations
Each topic is examined from three perspectives: theoretical foundations, empirical findings, and current competition policy discussions. This evidence-based approach ensures that the course content is both scientifically relevant and practically applicable. We draw on the latest research to bring to the forefront topics that are currently significant in competition policy, such as sustainability, digital economy regulation, and exclusionary abuses.
With over 15 years of experience in designing courses on competition economics, Phil Klotz and Johannes Paha have developed a proven course concept that is continuously updated to reflect current developments in competition policy practice and scientific discussions. Their extensive practical knowledge in the field of competition policy further enriches the course content.
About Johannes Paha
As a competition economist, Johannes Paha advises corporations on cartel damages claims, merger control, potential abuses of a dominant position, and regulatory issues. He collaborates closely with competition economists, judges, antitrust lawyers, and representatives from institutions such as the Monopolies Commission and the Federal Cartel Office. This enables him to share valuable insights from competition policy practice in his courses.
