In a futuristic perspective legal factors could possibly ;

Be the addition of sensors on cars, in case alcohol is detected then the driver wouldn't be able to start the engine.
Similar to when learning to drive and having to get a license - potential consumers could take a course to understand the effect of alcohol and perhaps an aiding course as well in case they encounter any accident.
