A stranger who found Rovio after one of her sleepwalking episodes. Age unknown, estimated to be 30-35. Works at a local hardware store, often teasing Eagle when they meet. Despite his claims of disliking the attention, his Australian accent and charisma suggest otherwise.

Jeff is a solitary, polite, and friendly man who leaves a chilling impression after meeting him. He often makes threats and openly asks incriminating questions. He covers for Rovio and, in his own words, is her "guardian angel."

Jeff is not in the dream world, or at least he was never encountered by Hone.
