Although there isn’t a specific rule for each and every situation, approach situations with an appropriate police to civilian ratio. Try to stick to a 2 police to 1 civilian ratio when responding to situations involving bigger groups, and try to stay below this ratio when responding to situations involving smaller groups. Always use common sense when responding to situations.
The regular 2 police to 1 civilian ratio applies to any official situation, including the green zone, house robberies, drug runs and bank robberies.
If you are already in an area when a situation starts and it would be unreasonable for you to leave quickly you may remain.
Powerplay and heists have a 1.5 police to 1 civilian ratio. For more information involving heists, powerplay and other large operations visit the operations page.
You should always avoid being hostile to civilians and rebels where possible. An officer should only use lethal force if absolutely necessary. If you are initiated on an individual with a firearm and they attempt to run, you are authorised to use Lethal force as missing a taser shot may endanger your life.
We always encourage officers to try and get downed civilians in restraints and revived in order to extend roleplay. However, you are allowed to execute players during gunfights when:
It is not possible to restrain and/or seize communications from a suspect, without risking the lives of yourself and fellow officers.
There is no foreseeable possibility of getting someone revived for the due process after the gunfight has ended. For instance: no medic online, or you are being threatened by another gang etc.
You are allowed to finish people inside the Greenzone (Kavala) under the following requirements:
House robbers can be executed in the green zone.
You may only execute rebels who carry large firearms (5.56mm+).
When it is likely that you can apprehend rebels in the green zone, you will prioritize their arrest before resorting to executions. Example: they consist of low numbers (3 or less) and/or their arrests are able to be carried out.
You are not to execute new (star) players.
If a suspect is already restrained under no circumstance should you finish them.
You are allowed to camp for 15 minutes, however, this rule does not apply if:
You have proof of illegal activity occurring.
You are waiting for a DS or higher to come and crush vehicles etc.
The police are not to be aware of their locations. Exceptions to this are:
Within roleplay you are made aware of illegal activity at a gatherer (dispatch sent by a player in-game with the location provided).
A player is observed as having sold contraband at a drug dealer and then heading towards the gatherer.
A Tempest Device is spotted at a gatherer at which point there is reasonable cause to investigate. This must be roleplayed.
The only people who may fly in a green zone are the Police and NHS. If a civilian or rebel is seen flying in a green zone, you can shoot them down without warning. If they have clearly made a mistake and leave the area immediately you might consider letting them leave peacefully. If you give someone permission to land in Kavala you MUST whisper it out to all units
You are authorised to crush any vehicle that has been used to commit a serious crime. There are some things that you must bear in mind:
Only Detective Sergeants or higher can crush a vehicle.
The vehicle must be at a police station before you crush the vehicle in question. You can however crush a vehicle outside PD if the owner gives you permission to do so within roleplay.
A SUPT+ can crush vehicles outside of PD if all conditions within this section are met. This will mainly be used in situations where a bank or big operation has been won by police and all the rebels involved have been processed and/or killed.
Never crush any Police, HATO or NHS vehicle, as this can be classed as exploiting. Anyone caught doing this is liable to severe disciplinary action.
The only vehicle that can be crushed outside of the PD is a plane. Make sure the situation and/or roleplay has ended fully.
You must wait at least 5 minutes from when the combat situation has ended before you may crush a vehicle. Make sure the situation has ended and is under the control of the police so you don't break any combat storing server rules.
Make sure that any ongoing roleplay has ended before crushing or impounding. (eg. don't crush vehicles if people are still being revived and/or processed)
If you have a suspicion that the (legal) vehicle was stolen/planted to be crushed, you should impound it instead of crushing it.
Only vehicles used to transport illegal items (drugs, bonds, gold bullion ETC. ) or used in a firefight e.g, as cover against cops can be crushed.
There are some vehicles that are deemed to be illegal. These are:
Hostile MRAPs (Ifrit, Strider, Hunter).
Armed Qilins (You are authorised to shoot the gunner without initiation).
Armed Offroads (You are authorised to shoot the gunner without initiation).
Armed 4x4 (You are authorised to shoot the gunner without initiation).
Go-Karts (if driven on a public highway/walkway).
If you manage to seize these vehicles you are authorised to crush them, however, always make sure that you follow the guidelines on crushing vehicles.
Officers can issue tickets for a wide variety of offenses. Check the "Crimes and Punishments" sheet for the existing laws and ticket amount. There are some rules you should be aware of:
The maximum ticket you may give is £200,000 in extreme circumstances, such as multiple offences adding up. There is a maximum fine of £100,000 in the Kavala Green Zone (this includes anyone arrested IN the green zone). If the situation happened outside of Kavala but the suspects are brought back to Kavala station you may still issue the maximum £200,000 fine.
You can give a ticket inside and outside of the police station.
You should give suspects three chances to pay a ticket; should they fail to pay on the third time you should send them to prison.
A ticket should not be increased because the suspect refuses to initially pay.
If a suspect purposely stalls in accepting/rejecting a ticket you have issued, give them 15 seconds to respond, and then you are authorised to send them to prison.
There will be occasions when you have reason to raid someone’s house, however, there are some rules that you should follow:
A DS or above can obtain bolt cutters from their police vendor and give you the warrant to do the house raid.
You should mark on the map where you are doing the house raid to avoid any confusion.
You should move down to the Tactical Ops channel to make communications cleaner and to organise the amount of Police you bring to the house raid.
You may raid a property when you have reasonable suspicion that the owner is involved in illegal activity in and around the premises.
A police Zamak(s) or Van Cargo(s) should be used to transport any illegal contraband to a police station.
You are not allowed to raid the private properties of other officers that are on duty.
A house raid must be carried out in a reasonable timeframe, Police may not raid a house after a considerable amount of time has passed.
As a police officer you have the power to send someone to prison. Officers should follow the “Crimes and Punishment” sheet.
Police must always give suspects a chance to defend themselves and reward them/be lenient if their stories warrant it. You may send someone to jail for the time of between 10-20 minutes depending on their crimes and roleplay.
DS or above have the ability to let people out of the prison, anyone caught doing so without a valid reason is therefore liable to disciplinary action.
As a police officer, it is inevitable that an officer will have to pull someone over for one reason or another. The correct procedure to pull over a suspect involves using the police sirens attached to our ground vehicles. If the suspect does not make an attempt to pull over after 2 minutes, you may shoot the tyres of the vehicle. Shooting the tyres is one-way initiation allowing the suspect to shoot at you at will so consider this before you commit to such an action.
here are some exceptions to this rule:
Spike strips may be used at any time to disable an evading suspect.
If there was verbal initiation prior to the pursuit.
If you have seen the suspect commit a serious crime prior to entering the vehicle
If the vehicle is owned by the government (NHS, HATO or Police).
If the vehicle is illegal.
If you pull over vehicles during routine traffic stops, speeding and/or driving offroad, vehicles may not be searched for illegal contraband without a valid reason. Use common sense. Examples of valid reasons are the owner being wanted for drug trafficking or disposal of illegal contraband. Obviously, you're allowed to search the vehicle if the driver or owner is wanted for crimes that would get him arrested. Other valid reasons must be found out within roleplay with the person pulled over (e.g. acknowledging drugs on board). If you caught someone coming out of the dealer or the processor red-handed, you may search the vehicle like usual.
You should always roleplay when taking keys off of a suspect.
You may only take keys off of a suspect if they are suspected of committing a serious crime or have been seen committing a serious crime.
You should always roleplay when looking in inventory of a Suspect
You may not use this for malicious use and only for seeing if a suspect has illegal items/magazines on them
Whenever you arrest someone you should do this along with using the search function to check for any illegal items.
If a suspect has an illegal firearm but a legal pistol and you only want to seize their illegal firearm, you may use this function to take the legal firearm off them, drop it on the floor and then use the seize firearm function to take the illegal firearm.
Any officer is permitted to seize cargo from trucks that have illegal contraband in them. Alternatively you can sell the illegal goods to the Evidence locker located in every station for a reward. Here are the guidelines for seizing a vehicle's cargo:
If there was combat, you must wait 5 minutes until combat has ended until you search the vehicle.
Before seizing any cargo you must explain why it's being seized.
You may not seize cargo whilst in the field. You must be in a Police Station to seize any sort of cargo.
There will be times when you will feel the need to seize someone’s weapon(s). Here are the guidelines for seizing a weapon:
With probable cause (seeing a crime being committed etc.) you can look through their backpacks and check for weapons.
Before seizing a weapon you must explain to them why it is being seized.
You may not seize weapons whilst in the field, however, you may remove the weapon from their possession or ask them to drop it (the criminal must be appropriately apprehended and restrained prior to removing a weapon). Furthermore, the weapon should be stored in a safe place, for example in a vehicle immediately.
It will not be a regular occurrence for you to seize money from somebody. The only time that you can seize money from them is if you have seen them sell illegal items or rob gas stations.
Any money seized must be done in a Police station.
When in a fight with rebels you are allowed to take their vehicles (MRAPS, trucks) to use it against them. After the situation has ended you're supposed to bring the vehicles back to the station where you impound or crush them depending on the situation. You're not allowed to bring this equipment to another situation doing so will result in disciplinary action.
At the rank of PC you may go off-duty to attend conflict as a civilian, you must go back on-duty once conflict has ended, you may stay on to defend yourself against any fights that may carry on after conflict has ended but you must not initiate any fights, your priority is returning to your duties as a member of the Police.
This is an area that is known to house illegal activity, thus should be patrolled sporadically. It is important that when you arrive at the scene that you identify yourselves and follow normal server rules. This is an area where illegal firearms are sold, therefore proceed with caution, however, be aware that some people might be at the wrong place at the wrong time.
Treasure hunts only happen at special times of the year such as Christmas and Easter. You are more than welcome to hunt for the reward as long as you prioritise callouts and dispatches.
