The maximum fine you can give is £200,000. There is a maximum fine of £100,000 in the Kavala green zone.

An officer should identify themselves as the negotiator then move down to tac ops channels.
The negotiator should go to the place of negotiations while the other officers create a sterile area around the negotiations. For example if it is at a gas station the road outside the gas station should be closed. However make sure they are not seen.
The negotiator should ask if everyone is ok and make sure the hostages are alive and unharmed. They should then find out the demands of the hostage takers.
it should be arranged that the takers should either leave without the hostages or the hostages should leave with the negotiators.
A price should be agreed on and an attempt should be made to make the price close to or lower than the prices seen in the table in section.
Once a price has been agreed the negotiator should leave and get the cash from the nearest ATM.
The negotiator should then return and give the hostage takers the money then either leave with the hostages or wait with the hostages till the takers have left.
The hostages should then be returned to a place of safety such as a garage or a PD.
