The Town of Greenburgh was among the first municipalities in Westchester County to recognize climate change and sustainability as central issues in local governance. Since becoming a designated New York State Climate Smart Community in 2009, the Town has slowly but steadily expanded its environmental and sustainability initiatives through municipal planning, public engagement, and regional collaboration. The purpose of the Local Regulations Assessment and Recommendations Report is to evaluate the applicability of DOS Smart Growth Principles to the existing regulatory, natural, and built environment.

Greenhouse Gas Emissions
The Town of Greenburgh recognizes that greenhouse gas (GHG) emissions from human activity are causing climate change, the consequences of which pose substantial risks to the future health and well-being of our community. Read the Report
This report provides the most up-to-date estimation of annual GHG emissions from 1990 through 2023.

Comprehensive Plan
A comprehensive plan is a strategic and visionary document that describes a community’s desired future for a period of approximately 20 years. It is based on community-derived values and guides decision-making and actions affecting the enhancement, growth and physical development of the community. A comprehensive plan is a policy document that does not, in and of itself, have the force of law. However, once adopted, all policies and municipal laws, including local zoning regulations, must be consistent with the plan. Read the Plan
Hazard Mitigation
For a community to succeed in reducing long-term risk, hazard mitigation must be integrated into the day-to-day local government operations. Read the Report
Climate Action
Governments at every level, corporations, educational institutions, and households must work collectively to take on a leadership role to solve this problem.
In 2008, the Town of Greenburgh joined the International Council for Local Government for Sustainability (ICLEI), as one of more than 900 US cities or municipalities participating in the Cities for Climate Protection Campaign. Read the Plan
