As time passes, the increasing number of fishers and the unrestricted fishing takes a toll on the ecosystem, making it harder to recover. The fishers notice that their marine resources are getting depleted.
The coastal community of (insert name of coastal community) turns to their neighboring communities. They learn from other fishers about Marine Protected Areas (MPAs) or Reserves. These are places in the coastal waters where fishing is not allowed in order to give the marine ecosystem a chance to recover and fishes a chance to reproduce.
Community and local government leaders designate the No- Take Zones. The responsibility of enforcement is given to sea patrols or volunteer guards with close coordination from the local government leaders.
While there still are no catch or gear limitations, traders are
encouraged to buy only adult fish. Leaders hope that fishers will leave juvenile fish to grow big and further populate the ocean.

• What happened?
• What is happening to the fish population? Why do you think that is happening?
• Are there still fish in the No-Take Zones or Reserves? What about outside the Reserve?
• Was enforcement effective?
• Did you catch enough to meet your family’ needs?
