The purpose of a Cooldown Reduction (CDR) hat on Evan is to reduce the cooldown of Mir Skills (Dragon Flash, Dive, Breath, and Slam) which in turn, reduces the cooldown of fusion skills. It also affects the timing of activating Freud's Wisdom, HEXA Elemental Barrage, Wyrmking's Breath, Blink and Ethereal Form.
The exact numbers for the FD gain of certain CDR hats are not completed, but the general consensus has been formed for the following (assumed with SSS-tier Mercedes legion block):
-1 second(s) w/ two INT line(s): not worth
-2 second(s) w/ two INT line(s): worth; additional Wyrmking's Breaths and reduced Flash/Dive fusion cooldowns
-3 second(s) w/ one INT line(s): not worth
-4 second(s) w/ one INT line(s): possibly worth; (KMS v.1.2.402) more Dragon Slams.
-5 second(s) or more: not worth; no major breakpoint in additional casts compared to -4 seconds, but lost one line of INT.
-6 second(s) w/ no INT line(s): experimental; listed here in the event of getting -2 seconds on all three lines of potential.
-7 second(s) or more (REG SERVER ONLY): very experimental, not enough data points to confirm efficacy compared to mixed INT and CDR lines on both potential and bonus potential
If Hat's base potential is 36% INT or greater, re-roll for CDR at your own risk OR make a new hat.
