During the second round of the Presidential Elections held on the 28th of May, 2023, election monitoring organisation Oy ve Ötesi deployed several thousand activists to collect data of final protocols at the level of 'ballot boxes' (i.e. precinct election commissions).
Collected data was published on their website in a special section in the form of observers' reports consisting of votes for each presidential candidate. Sometimes, a report might have included a photo of the protocol.
Unlike the data for the General Elections two weeks before, all data for the second round was published and stayed accessible at the moment of this verification (07.06.2023, 7:23 UTC). The data consists of 136591 observer reports (136284 for in-country voting and 307 for voting at foreign territories).
We compared the report to the official results found on the website of the CEC (in-country voting only).
This analysis is presented below. Both datasets can be downloaded from the page of datasets.
The observed differences are negligible for the final results of the election. A partial investigation using the photos of the protocols revealed that the causes of these differences are errors both on the side of the CEC and observers. Nevertheless, each case of distortion of a voter's will should be investigated and duly corrected.
For both rounds of the elections, the data reveals an impressive scale, quality, and organisational effort for which this mission should be greatly respected, admired and considered to be a true success of civil society electoral observation. According to our experience, partial parallel vote tabulation (PPVT) of 136 thousand precincts is the historical record.
