La presente Ley establece que la vida silvestre es parte del patrimonio natural de Panamá y declara de dominio público su protección, conservación, restauración, investigación, manejo y desarrollo de los recursos genéticos así como especies, raras y variedades de la vida silvestre, para beneficio y salvaguarda de los ecosistemas naturales, incluyendo aquellas especies y variedades introducidas en el país y que, en su proceso de adaptación, hayan sufrido cambios genéticos en los diferentes ecosistemas. Son objetivos de la presente Ley: 1) regular la conservación de la vida silvestre, sus diferentes componentes, elementos, categorías y manifestaciones; 2) fortalecer la estructura administrativa de la autoridad competente en materia de vida silvestre, ampliando su ámbito de competencia; 3) crear los mecanismos de financiamiento para el cumplimiento de estos objetivos; 4) fomentar la participación local en la administración y manejo de la vida silvestre, proporcionando las facilidades y recursos para ello; 5) impulsar y regular la investigación sobre la vida silvestre; 6) promover y regular todas las formas de conservación in situ y ex situ del recurso; 7) regular la recolección, extracción, comercialización, explotación, tráfico y, en general, todo tipo de aprovechamiento de la vida silvestre sus productos y subproductos; 8) regular la caza y la pesca en todo el territorio nacional; 9) desarrollar y promover actividades de educación ambiental y su extensión en lo referente a la conservación de la vida silvestre.
Se crea el Fondo Nacional de Vida Silvestre para el cumplimiento de los objetivos de la presente Ley, como fondos incorporados no sujetos al principio de caja única del Estado. Los recursos del Fondo Nacional de la Vida Silvestre serán destinados a los gastos de inversión de la Dirección Nacional de Áreas Protegidas y Vida Silvestre del Instituto Nacional de Recursos Naturales Renovables (INRENARE), así como para incentivar los proyectos de manejo, protección, conservación, desarrollo y educación de la vida silvestre. Estos recursos estarán bajo la administración de ésta Dirección y la supervisión de la Contraloría General de la Nación.

The present Law establishes that wildlife is part of Panama's natural heritage and declares its protection, conservation, restoration, research, management and development of genetic resources as well as rare species and varieties of wildlife to be in the public domain, for the benefit and safeguarding of natural ecosystems, including those species and varieties introduced into the country and which, in the process of adaptation, have undergone genetic changes in the different ecosystems. The objectives of this Law are 1) to regulate the conservation of wildlife, its different components, elements, categories and manifestations; 2) to strengthen the administrative structure of the competent wildlife authority, broadening its scope of competence; 3) to create financing mechanisms for the fulfilment of these objectives; 4) encourage local participation in the administration and management of wildlife, providing the facilities and resources for this purpose; 5) promote and regulate research on wildlife; 6) promote and regulate all forms of in situ and ex situ conservation of the resource; 7) regulate the collection, extraction, commercialisation, exploitation, trafficking and, in general, all types of exploitation of wildlife, its products and by-products; 8) to regulate hunting and fishing throughout the national territory; 9) to develop and promote environmental education activities and their extension with regard to wildlife conservation.
The National Wildlife Fund is created for the fulfilment of the objectives of the present Law, as incorporated funds not subject to the principle of a single State fund. The resources of the National Wildlife Fund will be destined to the investment expenses of the National Directorate of Protected Areas and Wildlife of the National Institute of Renewable Natural Resources (INRENARE), as well as to encourage projects for the management, protection, conservation, development and education of wildlife. These resources will be under the administration of this Directorate and the supervision of the Comptroller General of the Nation.
