Leadership in health facility development towards quality health care services
The HFDB-PH is a knowledge resource solution hosted on Google Sites, and is developed and maintained by the Health Facility Development Bureau (HFDB) of the Department of Health of the Philippines.
The HFDB formulates policies and develops standards for the establishment, development, management and operations of health facilities in the country. The Bureau assumes technical leadership and coordination of health facility development initiatives of the government and its partners. Improving delivery of health services and determining critical areas for continuous improvement of patient-centered quality care are the Bureau's utmost priorities.
Department Order No. 2026-0381 assigned the HFDB under Cluster B, one of five interim management clusters for the coordination and implementation of the DOH and the health sector's priorities. Per Department Personnel Order (DPO) No. 2026-5479, Cluster B is headed by Atty. Christian Lel M. Saquilabon, Undersecretary of Health, and per DPO No. 2026-5686 and 2026-5771, he is supported by Dr. Melissa T. Sena, Officer-in-Charge Assistant Secretary of Health and Concurrent Director IV of the HFDB. In this arrangement, the Bureau also takes on the supervision of the Office for Health Laboratories.
