Signed and issued by Acting Secretary of Health, Dr. Edwin M. Mercado, applies to all DOH central and regional offices, attached agencies, including PhilHealth, DOH hospitals, treatment and rehabilitation centers, all other public and private health facilities, other national government agencies and all local government units, development partners ,civil society, academic institutions, health care providers and support staff, health professional societies and organizations, and other relevant stakeholders.
Aims to (1) establish UNA Para sa Kalusugan as the common strategic and operational agenda of the DOH and PhilHealth through 2028; (2) align agency policies, plans, programs, systems, commitments accordingly; (3) define the pillars and priority 16-month deliverables by the health sector; (4) define implementation arrangements; and (5) establish monitoring and evaluation, reporting and accountability.
Where the HFDB has lead or co-lead accountability, the Bureau shall (1) translate deliverables into quarterly or monthly milestones; (2) designate the responsible divisions; (3) identify actions and inputs from supporting offices; (4) identify the dependencies of the deliverables; (5) establish monitoring indicators and requisite evidence; (6) regularly review implementation and institute corrective actions; and (7) ensure milestones are delivered within the prescribed period. Where the HFDB shall provide support, it shall incorporate the required contributions into its implementation plans and timelines aligned with the lead offices.
Address further inquiries about this issuance to the DOH's Health Policy Development and Planning Bureau, which is responsible for maintaining the consolidated UNA Para sa Kalusugan implementation roadmap.
