Health Facility Development in the Regions
REGIONAL COUNTERPART
On August 23, 2019, the Department of Health issued Administrative Order No. 2019-0031 for the establishment and strengthening of the Health Facility Development Unit (HFDU) in the Center for Health Development and the Ministry of Health - Bangsamoro Autonomous Region in Muslim Mindanao. The HFDU shall be under the Office of the Assistant Regional Director in the CHD, and staffed by technical officers with a plantilla (e.g. Medical Officer) on the lead.
FUNCTIONS OF THE HFDU
Based on guidelines provided in A.O. No. 2019-0031, the HFDU shall perform the following functions:
Analyze performance of the health facilities in their respective regions, publish and submit reports to the HFDB;
Provide appropriate technical assistance on health facility development, planning, operations and maintenance;
Develop a Regional Health Facility Development Plan in alignment with the Philippine Health Facility Development Plan;
Assist DOH hospitals and LGU health facilities to develop their respective development and financial sustainability plans;
Monitor implementation of health facility based programs; and
Identify policy gaps in the implementation of DOH programs in health facilities and feedback findings to the respective Regional Directors and to the DOH Central Office through the HFDB
SUPPORT TO THE HFDUs
A.O. No. 2019-0031 defines the HFDU as the regional counterpart of the HFDB, and the following roles and responsibilities are directed to the HFDB to support the HFDUs functioning:
Coordinate and provide policy directions, technical assistance, capacity building, consultation and advisory services to HFDUs;
Monitor and evaluate the operations and implementation of the HFDU functions; and
Consolidate and analyze reports for planning, policy development and evidence-based decision making
In the Bureau, the task of sustained coordination with the HFDUs is lodged in the Facility Performance Management Division.
