Signed and issued by the Acting Secretary of Health, Dr. Edwin M. Mercado; applies to the DOH Central Office, Centers for Health Development, DOH hospitals, GOCC specialty hospitals, and PhilHealth; aims to standardize the implementation of ZBB in the DOH hospitals, including the GOCC specialty hospitals, specifically, (1) to ensure eligible patients receive ZBB without co-payment; (2) to prescribe the use, accountability, costing and reporting of ZBB funds and other sources; and (3) strengthen financial management to support PhilHealth reforms.
This issuance did not originate from DOH HFDB: Address further inquiries about this issuance to the DOH's Health Policy Development and Planning Bureau.
