Applies to all of the DOH, including hospitals, treatment and rehabilitation centers, the local government, national and subnational reference labs, subnational labs, government and private clinical and other labs, includes as annexes, illustration and description of the PHLS framework, and service capabilities of NRLs and SNRLs.
