Aims to establish the OHL that shall prioritize the institutionalization of the Philippine Health Laboratory System. Applies to DOH bureaus, services, CHDs, BARMM Ministry of Health, national reference labs, subnational reference labs, public health labs, other government and private clinical labs. Includes the OHL Core Team Structure and the PHLS Strategic Map.
