The European Commission’s European Declaration on Digital Rights and Principles (EDDRP), adopted in 2022, is closely connected to DigComp 2.2. Both aim to empower individuals to participate actively and safely in digital society, but they approach this goal from different perspectives. DigComp 2.2 defines the skills, knowledge, and attitudes necessary for developing digital competence. This includes managing information critically, creating content, communicating responsibly, protecting personal data, and solving technology-related issues. In contrast, the Declaration outlines the core values of the European Union in the digital realm.
The EDDRP promotes a digital transition shaped by European values around 6 areas:
1. Putting people and their rights at the centre of the digital transformation
2. Supporting solidarity and inclusion
3. Ensuring freedom of choice online
4. Fostering participation in the digital public space
5. Increasing safety, security and empowerment of individuals (especially young people)
6. Promoting the sustainability of the digital future
