Backwards design is a process for creating courses where you start with establishing the course outcomes, then plan course assessments and learning activities, and then establish content. It is often the opposite of how we typically think about our courses!
The learning outcomes have probably been established if a course has already been created and offered - they should be included on the Extended Course Outline (EXO). It is up to the instructors to follow the outline on file but create their own assessments and learning activities. It would be last that daily lesson plans would be considered.
