General Background (some details shift for verse, or individual interactions as needed.)
Billy was born to Debbie and Hank Loomis. It is said there was always something wrong with Billy, and it is safe to say that his upbringing helped influence his choices later in life.
Life began with neglect for Billy, as he was often left to cry instead of being comforted as a baby. Neither parent was super attentive to him, so at a young age he learned that people had very limited value aside from what they could provide. While Billy never cared much to try and connect with his father, he did crave a connection to his mother who was cold and detached. School wasn’t something that Billy took seriously, but he saw it as a means to an end, and passed with a 4.0. Despite his low emotional intelligence, he has a high iq.
Billy is not a murderer in all of his verses, but no matter what, he has an antisocial personality disorder. What this means is that Billy can feel emotions, but typically not to the depth that others around him do. When he does feel something, it might not look like it does for a neurotypical person. Anger is one of the few easily accessible emotions to him. While it is rare that this anger slips out, when it does it has the potential to be lethal, as he does tend to be impulsive.
Billy will have very few people who actually end up being close to him.
In any verses beyond his canon life, Billy got away with the murders, and was hailed a survivor of one of the most brutal serial killings Woodsboro would ever see. He goes on to college, and secures a high level of education, and a prestigious job where he affords all of life's delicacies.
Of course, that darkness never left him- depending on the verse, he continues to do as he pleases, stepping on ‘weaker’ people to get where he wants to be in life, depending on the severity of things, even taking lives when his anger gets the best of him, and coming up with new ways to get away with murder.
Billy very rarely forms any relationships that go beyond serving him a purpose. It is relatively easy for Billy to maintain a stable job, and appearance in society. He is organized, and well thought out, as to be a shining member of society. He is very observant, and spends most of his time studying other people, so he can learn how they can best serve him.

American Psycho:
Billy’s family is one of the most affluent in town. They have their hands in the pockets of the government officials, police, and even a handful of doctors. This makes it easy for Billy to get away with just about anything, but he’s smart to play it well.
Growing up, both of his parents were often too busy keeping up appearances to bother nurturing a connection to him, and instead he was raised by nannies. They tried, but there wasn’t much they could do to fix the broken connections he was raised with. Despite everything, he gets through
Weighty Ghost:
Based off of AHS: murder house/Being human- Billy now haunts the house he once committed his murders in. For the first few years, he didn’t realize he was dead, but with the help of the other spirits, he finally broke out of his daze, and now uses his invincibility to haunt those who dare enter.
Depending on how long Billy has been haunting the place, it is possible he begins to feel a bit of the weight of what he did- I would love to explore a true AHS thread where a therapist ends up helping him (as much as one can)

Billy is one of the chosen ones, fit to be a part of yellow-eyes’ army. His power? The ability to manipulate an individual's perception of reality.
Demon:
It's no secret where double, triple, or quadruple homicide leads someone. After Billy commits his crimes, and is killed, he is roasted down in hell. The devil must have seen something in him, because Billy got the chance to turn relatively fast. Black eyes, and no soul suit him quite well.
