Split into 2 groups:
Group 1 – Interorganizational Cooperation – Part I of III: The Interagency Perspective
Group 2 – Improving Joint Interagency Coordination: Changing Mindsets
Students will read, discuss and prepare a 5-minute summary for a roundtable discussion based on the following focus areas:
What entities are involved in discussed partnership(s)?
What role did each organization play to support objectives?
Are there indications of factors that helped make these types of partnerships successful or unsuccessful?
What challenges did organizations face partnering with government agencies?
Groups will also prepare questions for other students on the topic and provide examples (to include from personal experience) on the topic.
Students will be assigned a role representing an organization for the duration of the exercise. Take 5-10 min to brainstorm your role in a given scenario.
Based on your role consider the following:
What is your function supporting the affected population in the 1-3 days leading up to the hurricane making landfall? If so, what is your objective(s) during this time?
What other agencies or organizations do you anticipate needing to coordinate with in order to achieve your objectives?
What is your plan to communicate with those entities?
Scenario:
A Category 4 hurricane is projected to make landfall on a coastal region of the United States. Strong winds, rain, and large surges of water are expected to affect cities in region of the storm path. There is a state of emergency declared for at least one state expected to experience strong effects of the storm and flooding.
As a class, determine how you will all work together to prepare for the scenario in the 1-3 days before the storm makes landfall.
The storm made landfall across two states, has caused significant physical damage to multiple major cities, left 800 dead, 5,000 people hospitalized and 75,000 people evacuated from their homes. There was significant flooding in at least one coastal region. 1.2 Million people are without electric power and temporary shelter facilities are needed to care for residents.
