There is something in the Doctrine and Covenants, which says, “And there shall be a great hailstorm sent forth to destroy the crops of the earth.” (D.&C. 29:16.) I said hail. What are you going to do when that happens? Ah, brothers and sisters, put your $2.90 in your welfare project, and when that happens and if you have your year’s supply of food in your home, let the hails come, and the winds blow, and our storehouses in our homes, in our wards, and in our stakes will be full just as they were in the days of Joseph, and we will be preserved.

Of the nation that shall rise to fight his people in that day, the Lord says: “And I will plead against him with pestilence and with blood; and I will rain upon him, and upon his bands, and upon the many people that are with him, an overflowing rain, and great hailstones, fire, and brimstone.” (Ezek. 38:22.) By these means a third of all the trees and green grass on earth are to be destroyed. The plague of hail and fire rained upon Pharaoh’s Egypt, in the days of the deliverance of Israel from bondage, was perhaps symbolical of this greater deliverance of the Lord’s people by the forces of nature in the latter-days. Unbelievable upheavals of nature and the unloosing of near unlimited power shall bring to pass the destruction of a third part of all life in and on the oceans of the world! (Jer. 51:25; Amos 7:4.) The first angel sounded, and there followed hail and fire mingled with blood, and they were cast upon the earth: and the third part of trees was burnt up, and all green grass was burnt up.” Is this the “overflowing rain, and great hailstones, fire, and brimstone,” of which Ezekiel spoke? (Ezek. 38:22.) Could all this be brought to pass through atomic warfare, or will it come by natural disasters, as when God rained fire and brimstone upon Sodom and Gomorrah? Speculatively, most of the plagues and destructions here announced could be brought to pass by men themselves as they use the weapons and armaments they have created. (Bruce R. Euphrates Drying up? Revelations 16:12
2022 In northeastern Syria, the Euphrates’ water level is so low that five million people risk being left without drinking water…There was a time when the strip of land between the Tigris and the Euphrates rivers, in the Middle East, was so lush as to earn itself the nickname of “fertile crescent”. Now, however, desertification is advancing, putting whole communities in danger. There is low water everywhere and they suspect it won't happen until 2040 with the euphrates but that's one of many that will happen before the 2nd coming. verse 13-14 with false prophets and devil spirits are happening too.
Scripture elaborates to us is that this will be done via the means of a supernatural source – the sixth bowl judgment poured out on the river by an angel, which is ultimately an expression of God’s wrath (Revelation 16:1, 5-7, 9-10).
The following verses then detail to us the gathering of the kings of the whole earth to the battle of Armageddon (Revelation 16:13-16). Essentially, what this shows us is that the drying up of the Euphrates is connected to the armies of the world readying for this battle

They needed all their oil for themselves; they could not save the foolish. The responsibility was each for himself. This was not selfishness or unkindness. The kind of oil that is needed to illuminate the way and light up the darkness is not shareable. How can one share obedience to the principle of tithing; a mind at peace from righteous living; an accumulation of knowledge? How can one share faith or testimony? How can one share attitudes or chastity, or the experience of a mission? How can one share temple privileges? Each must obtain that kind of oil for himself.

Attendance at sacrament meetings adds oil to our lamps, drop by drop over the years. Fasting, family prayer, home teaching, control of bodily appetites, preaching the gospel, studying the scriptures -- each act of dedication and obedience is a drop added to our store. Deeds of kindness, payment of offerings and tithes, chaste thoughts and actions, marriage in the covenant for eternity -- these, too, contribute importantly to the oil with which we can at midnight refuel our exhausted lamps.

What is the difference between the five who were wise and the five who were foolish?

The Prophet Joseph Smith said: “Be not discouraged when we tell you of perilous times, for they must shortly come, for the sword, famine, and pestilence are approaching. There shall be great destructions upon the face of this land, for ye need not suppose that one jot or tittle of the prophecies of all the holy prophets shall fail, and there are many that remain to be fulfilled yet” (Teachings of Presidents of the Church: Joseph Smith [2007], 252).
Many of these signs are being fulfilled. Wickedness is everywhere. Nations are constantly at war. Earthquakes and other calamities are occurring. Many people now suffer from devastating storms, drought, hunger, and diseases. We can be certain that these calamities will become more severe before the Lord comes...However, not all the events preceding the Second Coming are dreadful. Many of them bring joy to the world.
