Alma Cureton was dismayed when teenagers she had been mentoring told her they were afraid to seek employment because they had arrest records. Job applications, they told the 66-year-old former teacher, often asked them to agree to a background check to be considered for a position. In 2015, Cureton attended a D.C. Council hearing on the Fair Criminal Record Screening Amendment Act of 2014, known as “Ban the Box,” and heard stories of people being bumped off websites for declining to answer questions such as, “Have you ever been arrested,” before they could complete their online job applications. “Well, I was able to see the problem right there,” she says.
The latest reported Comcast customer service scandal reads like a bad joke in an ongoing tragicomedy: A man's house burns down on April Fools' Day, and attempts to cancel Comcast service at the property are repeatedly refused by service reps. Of course, the situation was more complicated than that -- and service was eventually canceled -- but the story has already become the latest notch on Comcast's sizable belt of public relations nightmares. This latest installment in Comcast's ongoing quagmire is the first big, negative story to hit since CEO Neil Smit's statement during the company's last quarterly call that the cable and Internet service provider was prioritizing improved customer service, but it probably won't be the last, thanks to how Comcast's customer service employees are paid. Unfortunately for Comcast, low customer satisfaction is a potential obstacle to the company's merger with the similarly unpopular Time Warner Cable .

The company's investment in upgrading its broadband infrastructure and bundling its services is likely to give it a competitive edge over other players, driving revenues from the segment. In order to attract more customers, Comcast recently introduced " prepaid home internet " which can be availed by customers without a credit check. This service allows customers to pay for their internet connection in advance every month, and is aimed at consumers who do not have bank accounts or credit cards. According to data available with Comcast, 9 million U.S. households did not have a bank account as of 2015 and an additional 24.5 million had a bank account but used financial services outside the banking system. The prepaid service is aimed at targeting these customers since it gives these households the necessary flexibility to opt for a service depending on their financial needs.

Thursday's settlement calls for experts to review Target's guidelines for using criminal histories in hiring, and help the retailer implement appropriate changes. Eligible blacks and Hispanics who were since May 2006 wrongly denied hourly and entry-level jobs such as cashiers, cart attendants, food service workers and stockers will receive $1.2 million or "priority hiring." Another $600,000 will fund nonprofits that help people with criminal histories reenter the workforce, while most of the remaining payout will cover legal and other fees, the settlement said. Target did not admit wrongdoing. Jenna Reck, a Target spokeswoman, said the retailer no longer asks for criminal histories in job applications, but still considers convictions "important" and gathers criminal background information late in the hiring process.
