Texas Utility Help – (855) 566-2057 Texas Utility Help is administered by the Texas Department of Housing and Community Affairs (TDHCA) with funding from the federal Low-Income Home Energy Assistance Program (LIHEAP) and federal Low-Income Household Water Assistance Program (LIHWAP). The program provides eligible households with financial payments made directly to the utility company on the household’s behalf. Eligible expenses include electricity, gas, propane, water, and wastewater.

A variety of free items (furniture, etc.) and emergency financial help are offered to qualified low-income families, including for rent or utilities. Hutto Resource Center (512) 688-0176—Helps residents with emergency shelter, rent, utilities, cellphones, internet, prescriptions, doctor visits, medical bills, and back-to-school supplies. Assistance will be considered once every six months, a maximum of $300.
