The Utilities - Work Plan record in PMWeb is used to store contact information for designated utilities stakeholders and to document the scope of the utilities work plan for a project. The Utilities Work Plan in PMWeb enables Utility Specialists to complete the Work Plan and submit it for review.
A separate Utilities Work Plan record should be created for each company/utility.
Completion of this record within PMWeb is not required, however, a Utilities Work Plan is required for all CDOT projects affecting Utilities.
Access: This record is located in the Records module of PMWeb.

In the Record Information header section, identify the Project and affected Utility Type. If the information is available, enter the Utility Company, Contractor NTP, and Utility Owner Construction Start.
In the Record Details header section, identify any consulting parties or local agencies. Indicate if the ROWPR has been approved by the Utility Engineering Program Manager using the checkbox.
In the General Information sub-tab tables, identify Utility stakeholders and CDOT/Local Agency Utility Coordinator contact information. Verify the project schedule milestone dates.
In the Utility Overview/Scope sub-tab tables, document the status of Utility clearance for CDOT contractors to perform the required work and the lead times for various preconstruction activities including:
The time to obtain required permits
The time to obtain materials
The time to schedule work crews
The time to obtain new property interests
The total time for all pre-construction activities
Document whether the facilities relocation is dependent on work to be done by another utility with a description of the work to be performed.
In the Scope of Work sub-tab table, describe the scope of work to be performed with regards to existing or retired infrastructure and proposed new facilities. Document whether the relocation of existing facilities is dependent on the acquisition of additional property interests with a description of the work to be performed.
In the Relocation Details sub-tab tables, attach or link to Utility Plans, Cost Estimate, and Property Interest documents if applicable. Use the Attachments tab to upload the relevant files. Document the statuses of a CDOT relocation permit or an executed reimbursement agreement between the Utility and CDOT.
In the LA (Local Agency) Projects Only sub-tab table, evaluate the Utility work plan's conformance with department requirements and reasonable standards.
In the Notes tab, use the Utility Coordination note template to document Utility status updates and progress.
Once the record is submitted, PMWeb will check the record for attachments and return the record to the submitter if attachments have not yet been uploaded.
If attachments have been uploaded, the record will be routed to the user assigned to the project’s Utilities (Approver) role for review and approval.
