The Utilities and Railroad Clearance record in PMWeb is used to document the utilities and railroad clearances for a project. Approval of the Utilities and Railroad Clearance record provides the required utilities clearance for projects to transition to construction.
One Utilities and Railroad Clearance record should be created for each project.
Completion of the Utilities and Railroad Clearance record is required for all CDOT projects, even when a project does not involve a railroad company or affect utility facilities.
Access: This record is located in the Records module of PMWeb.

To request additional training or documentation, please submit a Help Request in PMWeb.
In the Record Information header section, identify the Project. PMWeb will auto populate the Subject.
In the Utility Monthly Update table, document monthly updates for utilities. Utility specialty PMs can enter their project notes/updates in this table.
In the Railroad Monthly Update table, document monthly updates for railroads. Railroad specialty PMs can enter their project notes/updates in this table.
In the Clearances sub-tab, use the Utility Clearance table to document the status of utility clearance.
If there is no utilities involvement please check the box indicating “No utility facilities will be affected by this project”.
In the Clearances sub-tab, use the Railroad Clearance table to document the status of railroad clearance.
If there is no railroad involvement please check the box indicating “There is no railroad involvement within the limits of this project”.
In each table, only a single row item should be checked to reflect the status of the clearance.
Once the record is submitted, the record is sent to the user assigned to the project's Utilities (Region) role. They have the opportunity to utilize the Team Input function if they require input from other team members who are not currently in the workflow. They will review the information and make changes as needed. If additional information is required, they will return it to the submitter or previous approver. If all information is accurate, they will approve the record.
The record is then sent to the user assigned to the project's Railroad (HQ) role. They too will have the opportunity to utilize the Team Input function. They will review the information, make changes as needed, and return or approve the record.
Finally, the record is then sent to the user assigned to the project's Utilities (Approver) role. They can utilize Team Input function before reviewing the information, making changes as needed, and either returning or Final Approving the record.
