The Technology/SEA Assessment record enables Project Managers to determine the degree of SEA scope and ITS resources needed for their project. This record is required for all projects.
The National Regulation (23 CFR 940) defines ITS as “electronics, communications, or information processing used singly or in combination to improve the efficiency or safety of a surface transportation system.” An ITS project is “any project that in whole or in part funds the acquisition of technologies or systems of technologies that provide or significantly contribute to the provision of one or more ITS user services as defined in the National ITS Architecture.”

To request additional training or documentation, please submit a Help Request in PMWeb.
Use the record header section to specify a project and enter general information about the SEA Technology Assessment.
In the Project dropdown menu, select your project.
In the "Technology Elements Incl" dropdown menu, select "Yes" if your project has technology components, including any device or system used to improve the roadways. Examples include CCTV, DMS, VTMS, VSL, wrong-way detection, RWIS, connected vehicles, non-traditional signal projects, onboard equipment in vehicles, and anything that has to be communicated to ATMS.

If "Yes" has been selected in the "Technology Elements Incl" dropdown menu, the Technology Applications, SEA/Other Resources, and ITS Project Billing Hours sub-tabs must be completed.
In the Fiber Installation dropdown menu, select "Yes" if your project requires fiber installation or relocation.
The ITS SEA (Lead) will make a selection in the SEA Determination dropdown menu during their review of the SEA Technology Assessment. Any comments left in the Workflow tab during the ITS Lead's review will be imported into the "Final ITS SEA (Lead) Response field in the Record Details section of the Main tab when returned to the submitter/final approved.
In the Related Projects sub-tab, users can specify either a PMWeb or non-PMWeb project to associate with the Technology/SEA Assessment record.
In the Impact to Assets sub-tab, users can specify which assets will be impacted during the course of the project and enter a description of the impact if applicable.
In the Technology Applications sub-tab, users can specify which existing or proposed technology applications are required for the project. The existing applications available for selection are:

In the SEA/Other Resources sub-tab, users estimate the ITS labor resources required to prepare and review SEA documentation. Collaboration with or input from the ITS team may be required to complete this sub-tab. Contact cdot_its_support@state.co.us if needed. This sub-tab must be completed for the information to populate in the ITS Project Billing Hours sub-tab.
PMWeb populates the ITS Project Billing Hours sub-tab with the labor resource estimates for each ITS specialty team entered in the previous sub-tab and summarizes the total cost breakdown for SEA documentation review.
The Technology/SEA Assessment record contains several tabs in addition to the Main tab.
Users may add notes to associate with the record in the Notes tab.
Users may add supplemental information in the Attachments tab.
A map or schematic of the project can be included in the Attachments tab.
Users may add other individuals to notify of record changes or updates in the Notifications tab.
Users submit the record to workflow for review and approval in the Workflow tab.

The SEA Technology Assessment report is available via BI Reporting.
Once the PM sends the record to Workflow, PMWeb sends the record to the ITS Lead for review and approval.
The ITS Lead reviews the details of the record, including all tab and sub-tab information.
If no further input is required, the ITS Lead will select a determination in the Record Detail header section of the Main tab, enter their response in the Comments field in the Workflow tab, and select the "Final Approve" action. The Workflow is now complete.
If additional information is required, the ITS Lead returns the record to the PM. When returning the record, the ITS Lead will enter a comment specifying why they are returning it.

The Proposed Technology Applications, Existing Technology Applications, and SEA Documentation Reference Information tables in the Technology Applications sub-tab will import to the SEA DTV record's Technology Applications sub-tab.

Why are the hours on my Project Billing Hours sub-tab all zeros even though I entered time on the SEA Documentation sub-tab?
To update the Project Billing Hours sub-tab, click the "Save" icon in the record toolbar, then navigate to the Project Billing Hours sub-tab and click "Refresh" in the table toolbar.
How do I get my Associated Project PCNs to populate on the report output?
This field autopopulates from the Project record. Please ensure the "Associated Projects" field within the Project record is complete.
Can I update the information in the record once it has been approved in Workflow?
Once a record has been final approved in Workflow, it can no longer be edited. If necessary, users should contact your ITS Lead at CDOT_ITS_Service.state.co.us and let them know of any changes to the estimated hours entered in the SEA Technology Assessment after final approval. If new technology applications are being added to the project, you must make a copy of existing SEA records in PMWeb, revise them as necessary, then resubmit them to workflow. What if there is technology but not any fiber in the project area?
Users would still have to go through SEA process if there is technology involved in the project but the ITS Lead will indicate the level of effort required to satisfy their project’s SEA documentation requirements.
If there is existing technology or if you need to relocate technology, you shouldn’t have to go through entire SEA process and instead can work with your Resident Engineer to manage device relocation documentation.
What are “Related Projects”?
If there are other projects affected or dependent (potential for delay) on the project for which the SEA process is being completed, use the Related Projects table to document them and any applicable notes.
