Please note: The intention of the current Mainframe (service 2101) billing methodology that was approved by RSB beginning with FY23 was to take a snapshot of consumption at the time of budget setting and use that as the basis for the budget request. Then agencies are billed the budgeted amount for that year regardless of changes in consumption. This method ensures stable funding for both OIT and the agencies as work is done to move off the Mainframe. Agency Payments to OIT appropriations reflect this methodology.
